The Health Officer shall faithfully perform the duties as may be required by him by the Board of Health or otherwise, as the Board may direct, promptly and without favoritism to any party or person. If he shall fail to do and perform his duties faithfully and efficiently, he may be subject to summary dismissal by a majority of the whole Board at any regular meeting or special meeting thereof, unless he has gained tenure after five years of service. The Health Officer or any licensed inspector having gained tenure after five years of service may be removed from office only after charges have been formulated and made in writing and after a hearing in accordance with N.J.S.A. 26:3-27.
The Health Officer shall keep a record of all complaints which may be made to him, of nuisances of any kind, of all action which may be taken in relation thereto, and of any notices issued by him for the abatement of any nuisance, the cleansing of any premises or requiring compliance with any of the rules and regulations of the Board of Health, stating the date of the notice, the nature of its requirements, when, where, upon whom and by whom the notice was served, and the final disposition of every case; and to be open to inspection of every member of the Board of Health at any time.
In addition to special evils and nuisances herein mentioned, the Board of Health of the Borough shall, under the general laws as to the case of all nuisances or matters prejudicial to health, have power to summarily direct the Health Officer to take such measures as in their judgment the interests of the public health may require.
