All municipal waste generated in the Township shall be collected, transported, and disposed of in accordance with this Chapter.

The Township shall provide municipal waste collection service to each single-family residential dwelling and to each multifamily structure having less than four dwelling units in the Township. The Township municipal waste collection service shall be conducted in accordance with the terms and conditions of Township specifications for the collection, removal and disposal of municipal waste.

All businesses, commercial and industrial establishments, and multifamily structures having four or more dwelling units shall not receive Township municipal waste collection service. Such properties are responsible for providing their own municipal waste collection service at their own expense by means of sanitary and legal disposal of such waste in accordance with this Chapter and all other applicable Township, state and federal laws and regulations.

(a) 
Garbage shall be drained and stored in durable, rust and corrosion-resistant, nonabsorbent, watertight, easily washable containers equipped with handles and tight-fitting covers.
(b) 
Ashes shall be stored in fire-resistant containers equipped with handles and tight-fitting covers. Ashes containing hot embers shall not be collected until they have been adequately quenched.
(c) 
Rubbish shall be stored in durable containers with tight-fitting covers. Tree trimmings, shrubbery clippings and similar materials (i.e., leaf waste but not grass clippings) which cannot be conveniently placed in the aforementioned containers shall be baled, tied or sacked in compact bundles less than five feet in length and placed in a location easily accessible to the contractor.
(d) 
No person shall place, throw or deposit municipal waste or refuse in, upon or along the following places within the Township unless it is placed in a proper municipal refuse container for the purpose of collection:
(1) 
Any street, road, highway, alley or other public place;
(2) 
Any stream or other body of water;
(3) 
Any private property;
(4) 
Any private property of another without the consent of such property owner;
(5) 
Any Township-owned property, parkland or recreational area, unless it is placed in a proper municipal refuse container provided by the Township for such purpose.
(e) 
Any unauthorized accumulation of municipal waste or refuse on any premises is hereby declared to be a public nuisance and is prohibited.
(f) 
Certain materials, such as scrap lumber and firewood, may be stored and kept on the premises, but they shall be stored so that a minimum clear space of 12 inches above the ground surface is provided.
(g) 
No person shall place, throw or deposit any municipal waste or refuse originating outside the Township in any container or otherwise so as to cause or attempt to cause such municipal waste or refuse to be collected at the cost of the Township as part of the municipal collection, nor shall any person entitled such municipal collection allow or consent to the throwing, placing or depositing of such municipal waste or refuse for such purpose.

All municipal waste and refuse storage shall conform to the following standards:
(a) 
All municipal refuse containers shall be provided by the owner, tenant or occupant of the premises, unless otherwise specified.
(b) 
The storage of all municipal waste and refuse by residents of the Township shall be practiced so as to prevent the attraction, harboring or breeding of insects and/or rodents or vermin and to eliminate conditions harmful to the public health or which create safety hazards, odors, unsightliness and/or public nuisances.
(c) 
A sufficient number of containers necessary to meet the intent of subsection (b) above shall be provided to contain all municipal waste and refuse generated between regularly scheduled collections.
(d) 
Bulky rubbish shall not be allowed to accumulate on any premises.

(a) 
Individual containers utilized for the storage of refuse at households and other premises shall have the following physical characteristics:
(1) 
Construction in such a manner as to be easily handled for collection, not greater than thirty-two-gallon capacity for combined refuse storage;
(2) 
Construction of rust- and corrosion-resistant materials;
(3) 
Equipped with tight-fitting lids;
(4) 
Construction in such a manner as to be watertight, leakproof, weatherproof, insect-proof, and rodent-proof;
(5) 
Shall not exceed 50 pounds in weight when filled;
(b) 
Containers shall not be filled to the point where the lid will not fit properly.

Disposable containers such as paper and polyethylene bags shall be acceptable for storage of municipal waste and refuse, provided the following conditions are met:
(a) 
Only those bags specifically designed for storage and collection of municipal waste shall be used;
(b) 
Bags are protected against precipitation, animal damage and overloading to prevent littering or attracting of insects and/or rodents;
(c) 
Bags have a holding strength capable of withstanding stresses until they are collected;
(d) 
Bag openings shall be securely closed prior to setting out for collection.

All bulky refuse (tree prunings, bush and yard trimmings but not grass clippings), when stored outside of containers, shall be tied securely in bundles of a size not to exceed 60 inches by 18 inches by 18 inches in dimension.

No person, including but not limited to the contractor, shall dispose of any municipal waste or refuse collected in the Township except by conveyance to a disposal facility approved by the Pennsylvania Department of Environmental Resources. All municipal waste and refuse shall be disposed of in a sanitary and legal manner in accordance with this Chapter and all other applicable Township, state and federal laws and regulations.

Except for the collection of bulky rubbish, all vehicles used for the collection of municipal waste and refuse shall have watertight, enclosed metal bodies of easily cleanable construction, equipped with compaction devices, or otherwise be acceptable to the Township.

(a) 
Place of Collection. For collection purposes, municipal refuse containers shall be placed at ground level, on the property of the structure from which the municipal waste emanates, and not within the cartway of the street, accessible to the public street from which the municipal waste collection is made. No municipal waste collection shall be made from alleyways.
(b) 
Time of Placement for Collection.
(1) 
Municipal waste and refuse shall not be placed for collection prior to 12:00 noon on the day before the scheduled time of collection, and municipal refuse containers shall be removed no later than 8:00 p.m. on the day of collection.
(2) 
Municipal waste and refuse shall be collected at such times as might be agreed upon by the Township and its authorized trash collection contractor.
(c) 
The Board of Supervisors shall establish by resolution special regulations concerning the collection, transportation, and disposal of construction materials and bulky rubbish. The collection, transportation and disposal of source-separated recyclable materials shall be separately governed by Part 3 of this Chapter.
