Sections 2 through 12, inclusive, of An Act Providing for Representative Town Meetings for the Town of Milford, number 337 of the special acts of 1939, as amended, An Act Concerning A Council Manager Form of Government for the Town of Milford, number 536 of the special acts of 1947, as amended, and any other special acts inconsistent with this charter are repealed, except that no vested interests of any town employee in any pension fund, retirement rights or otherwise shall be thereby affected.

This act shall be submitted to the electors of the Town of Milford at a special election warned and called for the purpose on June 15, 1959. Voting shall be in accordance with the laws applicable to special elections in the town and voting machines shall be used with a form of presentation substantially as follows: "Shall the Town of Milford adopt the Special Act concerning a Charter for the City of Milford, providing for a Mayor and Board of Aldermen form of government, as proposed by House Bill No. 3138 of the 1959 Session of the General Assembly, as enacted? Yes." "Shall the Town of Milford adopt the Special Act Concerning a Charter for the City of Milford, providing for a Mayor and Board of Aldermen form of government, as proposed by House Bill No. 3138 of the 1959 Session of the General Assembly, as enacted? No." If this act is approved by a majority equal to at least fifteen per cent of the electors of said town, it shall take effect immediately for the purpose of nominating and electing a Mayor, Board of Aldermen, other City officials and members of the Board of Education, and upon the second Monday in November, 1959, for all other purposes.
Nominating Petitions and each separate paper thereof shall be substantially in the form printed below:
