There is hereby created an Economic Development Commission for the City.

The Economic Development Commission shall be composed of seven voting members and two advisors who shall be appointed by the Board of Aldermen for the terms and requirements set forth in this section, as follows:
(a) 
One member to represent the manufacturing and industry located in the City and to be appointed for a term of three years.
(b) 
One member to represent the retail trade and industry located in the City with an initial term to expire on December 31, 2007, and with a term of three years thereafter.
(c) 
One member who shall be a member of the Milford Bar Association with an initial term to expire on December 31, 2008, and with a term of three years hereafter.
(d) 
Four members from citizens at large to be appointed for terms of four years each with one initial appointment to expire on December 31, 2007. One current Commission member in the retail trade and industry category whose term expires on December 31, 2006, shall be reclassified to a citizen at large member.
(e) 
One advisor who shall be the executive staff director of the Milford Chamber of Commerce.
(f) 
One advisor who shall be the Director of the City Department of Community Development.
The Commission shall select from among its members a Chairman and a Vice Chairman.

The Commission created by this article may employ clerical assistance and purchase stationery and supplies necessary to carry out its duties, but all of its expenditures shall be within the amounts appropriated for its purpose.

The duties of the Commission created by this article are to encourage desirable new industry to locate in the City and to cooperate with local industry in any expansion program affecting the City.
