Pursuant to the authority of Section 25-84 of the General Statutes of the state, the provisions of Sections 25-84 to 25-94 inclusive of the General Statutes of the state are hereby adopted and there is hereby created for the City a Flood and Erosion Control Board.

(a) 
The Flood and Erosion Control Board established by this article shall consist of five members who shall be appointed by the Board of Aldermen for five-year terms. At the first regular meeting in January of each year, one member shall be appointed for a term of five years.
(b) 
Each member of such Board shall be an elector of the City and shall serve without compensation. Not more than three members of such Board shall be registered with the same political party.
