It has become the common practice of certain persons to affix
posters, signs and other literature to trees, poles, trestles, traffic
signs and other structures in the Borough and to write names and slogans
on the streets and sidewalks of the Borough. These persons thus obliterate,
obstruct and deface trees, poles, trestles, traffic signs and other
structures and confuse, obstruct and deface lawful markings upon the
streets and sidewalks of the Borough, all to the great danger of the
safety and welfare of the residents of the Borough and others using
the streets and sidewalks of the Borough.

A. Any violation of this article shall, upon conviction, be punishable as provided in Chapter
1, Article
II, General Penalty, of the Code of the Borough of Wallington.
B. Separate violation. Except as otherwise provided, every day that
a violation shall continue shall be deemed a separate violation.

Any civic-oriented or nonprofit organization in the Borough
of Wallington shall be permitted to use the buildings or properties
owned by the Borough of Wallington, subject to permission from the
Mayor and Council.
Any group seeking the use of a public building or property shall:
A. Submit a letter of application stating the time and purpose of the
use and specifying which building or portion of which building or
property is requested.
B. Submit to the governing body the names and addresses of those officers
or persons in charge of said organization who shall be individually
responsible for the care, use and possible damage to said buildings,
equipment and/or furniture or property.
Said application shall be granted only if the holding of said
meeting and/or function shall not interfere with the primary function
for which said buildings are constructed or properties are maintained
and their use for public purposes. The group shall have exclusive
use of only that portion of the building or property for which it
was granted approval.
The governing body may by resolution make additional rules and
regulations regarding the use of said public buildings or properties,
including prescribing security deposits for use of said buildings
or properties. All users of the building or property shall comply
with all Borough ordinances and federal and state regulations.
