(1) 
No permit as required by the Building Ordinances of the Village shall be issued by the Zoning Officer for the construction of a building, structure or land improvement or for the alteration or enlargement of an existing building, structure or land improvement and the uses thereof until the Zoning Officer certifies in such permit that the application for a permit with accompanying plans and specifications conforms with the regulations of this Zoning Ordinance.
(2) 
An application for a permit for erecting a building, structure or land improvement or alteration or enlargement of an existing building, structure or land improvement and the uses thereof requiring compliance with performance standards herein set forth in the Manufacturing District shall also include a certification from a recognized testing laboratory or professional engineer stating that there is compliance with such applicable performance standards. A recognized testing laboratory or professional engineer shall be one of at least three testing laboratories or professional engineers approved by the Board of Trustees.
(3) 
Each application for a zoning certificate shall be accompanied by a plat of survey in duplicate, drawn to scale, showing the actual dimensions of the lot to be built upon, the size, shape and location of the building to be erected, and such other information deemed necessary by the Zoning Officer.
