The definitions in General Municipal Law § 186, as
amended, are adopted by reference and shall apply to this article.

It shall be lawful, pursuant to this article, for any authorized
organization, upon obtaining a license therefor, to conduct games
of chance within the city, subject to the provisions of General Municipal
Law art. 9-A [§ 185 et seq.] and subject to the provisions
and rules governing such games of chance as set forth by the state
racing and wagering board.

The administration and enforcement of this article shall be
the responsibility of the chief of police of the city police department.
