A. 
Whenever snow has fallen and accumulation is such that it covers certain streets or highways, an emergency shall exist and no vehicle shall be parked on the following streets or highways or portions thereof described herein and attached to and made a part of this article. The above parking restrictions shall remain in effect after snow has ceased and shall remain in effect until streets have been plowed sufficiently and to the extent that parking will not interfere with normal flow of traffic.
B. 
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic. Any police officer may provide for the removal of such vehicle. The owner shall pay the costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
C. 
All property owners with driveways shall be obligated to keep their vehicles off the roadways pending completion of snow removal.
D. 
Parking shall be prohibited on the following streets.
