[Adopted as Ch. 464 of the 1974 Codified Ordinances]
The City Manager or the Manager's designee is hereby authorized, when the convenience and safety of public traffic requires, to designate any street or part thereof on which no parking shall be permitted, and no person shall park any vehicle on such street, provided that a sign reading "No Parking" is posted along the street or portion thereof upon which parking is prohibited.

No operator of a vehicle shall stop, stand or park such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal:
A. 
Within an intersection;
B. 
On a crosswalk;
C. 
In a safety zone marked either by a sign or yellow paint;
D. 
Within 20 feet of a crosswalk at an intersection of the curbline of a street, or if none, then within 15 feet of the intersection of property lines at an intersection of streets, provided that this provision does not apply at alley intersections;[1]

E. 
Within 20 feet of the driveway entrance to any fire station or, when a proper sign is posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance;[2]

F. 
Within 15 feet of a fire hydrant;
G. 
In front of any private driveway;
H. 
On a sidewalk;
I. 
Alongside or opposite any street excavation or obstruction where such stopping, standing or parking would obstruct traffic;
J. 
On the running side of one-way streets;
K. 
Within 30 feet of, and upon the approach to, any official flashing signal, stop sign or traffic signal located at the side of the street;
L. 
At any place where official traffic signs have been erected prohibiting standing or parking;
M. 
In alleys;
N. 
Other than with the right wheels parallel with the curb and not more than 12 inches away from it;
O. 
Longer than the time set forth on erected signs in restricted areas;
P. 
In front of any hotel entrance;
Q. 
In a fire lane;
R. 
On a snow emergency route.

A. 
No operator of a vehicle shall park such vehicle on those streets and avenues set forth on the exhibit attached to original Ordinance 4638, passed May 22, 1980, and made a part hereof by reference,[1] between the hours of 10:00 p.m. and 5:30 a.m. of the following day of any day.

B. 
With respect to all remaining parts of the City not covered by Subsection A hereof, no operator of any vehicle shall park such vehicle on any street for a period longer than 30 minutes between the hours of 2:00 a.m. and 6:00 a.m. of any day, provided that signs are posted apprising motorists of this restriction.
A. 
Except when necessary in obedience to traffic regulations or to traffic signs or signals, or where angle parking is permitted, the operator of a vehicle shall not stop, stand or park such vehicle on a street within a business or residential district other than parallel with the edge of the street, headed in the direction of traffic, and with the curb side of the vehicle within 12 inches of the edge of the street or the curb.
B. 
Vehicles which, because of the type of construction, cannot load or unload parallel to the curb, shall be exempt, while loading or unloading only, from the requirements of this section.
When parking at the curb on streets where angle parking is permitted, vehicles shall be parked at an angle of approximately 45°, with the front tire on the right-hand side against the curb, and with at least one foot of space on each side for passageway.
Where a vehicle stands on a steep incline, it shall be so parked that when the brake is released the vehicle will run into the curb.
No person shall stop, stand or park any vehicle side by side with another vehicle parallel to a curb.
The operator of any vehicle standing at the curb in front of the entrance to any building shall immediately give way to another vehicle wishing to stop for the purpose of receiving or discharging passengers, freight or merchandise.
A. 
The City Manager or the Manager's designee is hereby authorized to determine the location of passenger zones and loading zones, and when so located such zones shall be marked by appropriate signs indicating the same.[1]

B. 
No operator of any vehicle shall stop, stand or park such vehicle for a period of time longer than is necessary for the actual loading or unloading of passengers in any place marked as a passenger zone.
C. 
No operator of any vehicle shall stop, stand or park such vehicle for a period of time longer than is necessary for the actual loading or unloading of passengers, or for the unloading and delivery or pickup and loading of materials, in any place marked as a loading zone.
The City Manager or the Manager's designee is hereby authorized to establish bus stops and taxicab stands on the streets in such places and in such number as he/she determines are of the greatest benefit and convenience to the public, and he/she shall mark the same by appropriate signs. When so marked, no operator of a vehicle, other than a bus, shall stand or park in an officially designated bus stop, and no operator of a vehicle, other than a taxicab, shall stand or park in an officially designated taxicab stand, except that the operator of any passenger vehicle may temporarily stop in any such stop or stand for the purpose of, and while actually engaged in, loading or unloading passengers.

A. 
In all cases of infraction or violation of the parking laws, rules and regulations of the City, a deposit at the City of Altoona Police Department, by the person violating, within five days of the issuance of a tag, of an amount which shall be established from time to time by City Council, shall eliminate the necessity of a hearing for such violation.
B. 
The schedule of fines for the prohibitions and restrictions in § 700-10 shall be established by resolution of City Council from time to time.
