The Town hereby joins with such municipalities of the Naugatuck
Valley Planning Region, as designated by the Secretary of the Office
of Policy and Management of the State of Connecticut, to create a
regional council of governments to be known as the "Naugatuck Valley
Council of Governments" by adopting the provisions of C.G.S. §§ 4-124i
through 4-124p.
On and after January 1, 2015, the Town shall be a member of
the Naugatuck Valley Council of Governments.
The Naugatuck Valley Council of Governments shall have such
powers, purposes, rights, duties and responsibilities as shall be
set forth in the Connecticut General Statutes.
The First Selectman shall be the representative of the Town
to the Council of Governments. In the absence of the First Selectman;
the legislative body of the Town shall appoint an elected official
to serve as a member. The First Selectman may send an alternate in
his or her stead; however, such alternate shall be entitled to such
rights as may be established by the Council of Governments. The Town
shall be entitled to one vote in the affairs of the Council of Governments.
The Town shall remain a member of Council of Governments for
the Central Naugatuck Valley as it continues to operate and wind down
as a Council of Elected Officials until December 31, 2014. The Town
shall also participate with the current members of the Council of
Elected Officials in an unincorporated association of such municipalities
in order to wind down the affairs and assets of the Council of Governments
of the Central Naugatuck Valley that are either not assigned to or
integrated within the operations of Naugatuck Valley Council of Governments.
On or after January 1, 2015, the following ordinance provisions
regarding the Council of Elected Officials shall be repealed: Membership
in the Central Naugatuck Valley Council of Elected Officials, adopted
November 24, 1970.
