The Borough of West View hereby adopts in its entirety the Standard Specifications for the Installation of Sanitary Sewers and Appurtenances, as prepared by the Engineer in and for the Borough of West View. A copy of said standard specifications is attached hereto and incorporated herein.
The Building Inspector in and for the Borough of West View shall have the sole responsibility of determining compliance with this article. Accordingly, the Building Inspector shall take any and all necessary actions to ensure compliance with the terms of this article.
A. 
Unless otherwise provided in this article, any person, firm, corporation or association who shall violate any of the provisions of this article or of the Standards Specifications for the Installation of Sanitary Sewers and Appurtenances adopted hereby, or who shall fail to comply therewith, or who shall violate or fail to comply with any order or determination made thereunder by the Borough Building Inspector or a court of competent jurisdiction within a fixed time herein shall, severally, for each and every such violation and noncompliance respectively, be guilty of a summary offense, punishable by a fine of not more than $300, plus costs of prosecution, and, in default of the payment of the fine and costs, by imprisonment for not more than 30 days in the Allegheny County Jail. The imposition of one penalty for any violation shall not excuse the violation or permit it to continue, and all such persons, firms, corporations or associations shall be required to direct or remedy such violation or defect within a reasonable time, and when not otherwise specified, each 10 days that prohibitive conditions are maintained shall constitute a separate offense.

B. 
The penalties and remedies set forth above shall not act as a bar to any action that may be taken pursuant to general municipal law, the Borough Code, or any civil or equitable remedy.
C. 
In the case of firms or associations, the penalties may be imposed upon the partners or members thereof, and in the case of corporations, upon the officers thereof.
