Editor's Note: The Preamble to this Charter is:
"The citizens of Nanticoke City have the privilege, right
and responsibility to participate in all aspects of City government
and have come together with a desire and willingness to improve their
government through the enactment of this Charter.
"This Charter shall guide Nanticoke for years to come and
has addressed the inefficiencies and ineffectiveness in our government
which have arisen over the years.
"We, the people of Nanticoke City, agree to uphold and enforce
the principles embodied in this Charter with the full force of law."
