No employee or official of the Town of Windsor Locks shall issue
a certificate of occupancy (CO) or any permit of any kind to any applicant
or on any property by or on which any taxes and/or sewer user fees
are deemed to be delinquent.

any bid or contract to any business or individual against which any
taxes and/or sewer user fees are deemed to be delinquent.
