(a) 
In the conduct or operation of private businesses, private events, or assemblages where large numbers of persons may be gathered together, or where there may be concern about maintaining public order or directing traffic, the Chief of Police or other officer then in command of the Township Police Department may, upon payment to the Township of the charges hereinafter specified, supply the number of police officers deemed necessary to properly supervise traffic control on the streets of the Township and into and out of parking areas and private property, and to maintain public order, protect property, and supervise the activities of those person in attendance.
(b) 
There shall be paid to the township for such private police service under the terms of this section for the service of each police officer assigned to such private duty service the hourly rate established from time to time by resolution of Council. All such charges shall be paid to the Township in advance, prior to the time when such private police service is required.
(c) 
The Chief of Police or the officer then in command at the time the application is made shall, from time to time, ascertain those police officers desiring to participate in such private duty service in addition to their regular duties as Township police officers, shall keep an accurate record thereof, and shall assign such private duty service as extra work to those men desiring to partake thereof in a fair and equitable manner.
(d) 
During the time when officers are performing private duty police services, including traveling to and from the assignment, they shall be under the jurisdiction and control of the Chief of Police or the officer then in command of the Police Department, in the same manner as are police officers in the performance of their regular duties.
(e) 
The Chief of Police or the officer then in command of the Police Department shall keep a record of the assignments of police officers to special duty private police service as herein provided and shall certify the dates of such assignments and the number of hours involved therein.
