The Township Manager shall perform the duties of enforcement of the provisions of this article and shall have charge of all matters pertaining to the construction, maintenance and inspection of culverts.
A "culvert" shall be defined as any artificial covered channel for the passage of water through a bank or under a road, canal or the like.
Culverts constructed through roadways or driveways connecting public streets shall be no less than 12 inches in diameter and shall be concrete conduit or corrugated steel pipe or other suitable material approved by the Township Manager and must be so installed and maintained as to allow the free passage of water through the culvert.
Culverts connecting to Township road culverts must be of the same diameter with proper cleanout facilities provided at the connecting end, and no connection shall be made without the approval of the Township Manager.
All driveways connecting with public roads within the Township which have drainage ditches at the side for water shall provide for culverts as hereinbefore provided or shall provide a crescent-type drainage runway in the driveway of sufficient depth and width to carry the water from one side of the driveway to the other and must be approved by the Township Manager.
Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $1,000 and costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
