1. 
For the purpose of this chapter, the following districts are hereby designated within the Borough of Gettysburg:
R-1
Low Density Residential District
R-1A
Preservation Residential District
R-2
Moderate Density Residential District
OT
Old Town District
INS-1
Institutional-1 District
RO
Residential Office District
ROR
Residential Office Redevelopment District
TC
Tourist Commercial District
GC
General Commercial District
IND
Industrial District
HC
Health Care District
H
Historic Overlay District
FP
Floodplain Overlay District

Streetscape Enhancement Overlay District

Elm Street Overlay District
2. 
The H, FP, SE, and ES Overlay Districts impose additional requirements beyond those of the underlying districts. Where overlay district provisions may conflict with underlying district provisions, the overlay district provisions shall apply.
3. 
In the event there are overlaps of overlay districts, the following shall take precedence in this order:
A. 
Floodplain.
B. 
Streetscape Enhancement.
C. 
Historic.
D. 
Elm Street.

The boundaries of each district are established as shown on the Official Zoning Map of the Borough, which is declared to be a part of this chapter and which shall be kept on file at the Borough offices.

District boundary lines are intended to coincide with lot lines, center lines of streets, alleys and highways, the corporate boundary of the Borough or as dimensioned on the Official Zoning Map. In case of doubt or disagreement concerning the exact location of any boundary lines, the matter shall be decided by the Zoning Hearing Board.

The R-1 Residential District is amended by adding the following:

The R-2 Residential District is amended by adding the following:
A. 
A two-acre tract of land fronting on East Water Street, designated on the Zoning Site Map as Parcels 2 and 3. Said parcels are reclassified from the I Industrial District to the R-2 Residential District.
B. 
The Zoning Map for the Borough of Gettysburg is hereby amended by reclassifying six parcels, Adams County Tax Identification Nos. 16010-0397, 16010-0398, 16010-0399, 16010-0400, 16010-0401 and 16010-0402 (the "subject properties") from the HC Health Care Zoning District to the R-2 Moderate Density Residential Zoning District.[1]

The RO Residential Office District is amended by adding the following:
A. 
Adams County Tax Parcel ID Nos. 16013-0008 — 000, 16013-0008A — 000, 16013-0009A — 000 and 16013-0018B — 000 shall each be removed from the Health Care (HC) District and each of the aforesaid parcels shall be reclassified, rezoned and added to the Residential Office (RO) District.

B. 
The entirety of Adams County Tax Parcel ID No. 16010-0304 — 000, located on the eastern side of Schoolhouse Alley and on the southern side of Wall Alley; the eastern portion of Adams County Tax Parcel ID No. 16010-0300 — 000, located on the eastern side of Schoolhouse Alley; and a small portion of Adams County Tax Parcel ID No. 16010-0411 — 000 being all of Lot 2 of a Final Minor Subdivision Plan recorded on March 21, 2019, in the Office of the Recorder of Deeds of Adams County, Pennsylvania, in Record Book 6471 at page 611, located on the southern side of Wall Alley, shall each be removed from the Institutional-1 (INS-1) District, and each of the aforesaid parcels and portions of parcels of real property shall be reclassified, rezoned and added to the Residential Office (RO) District.

The TC Tourist Commercial District is amended by adding the following:
A. 
Adams County Tax Parcel ID Nos. 16013-0082 — 000 and 16013-0082A — 000 shall each be removed from the Low Density Residential (R-1) District and each of the aforesaid parcels shall be reclassified, rezoned and added to the Tourist Commercial (TC) District and also added to the Streetscape Enhancement Overlay (SE) District.

B. 
Adams County Tax Parcel ID Nos. 16013-0011 — 000, 16013-0012 — 000, 16013-0013 — 000, 16013-0014 — 000 and 16013-0015 — 000 and the western portion of 16013-0114 — 000, located on the western side of Court Alley, shall each be removed from the Health Care (HC) District and each of the aforesaid parcels and portion of a parcel shall be reclassified, rezoned and added to the Tourist Commercial (TC) District.

The GC Commercial District is amended by adding the following:
A. 
Certain real property in the Borough of Gettysburg known as 37 North Fourth Street and more particularly shown as Lot 1 on a certain preliminary/final subdivision plan approved by the Gettysburg Planning Commission on June 15, 1998, and recorded in the office of the Recorder of Deeds of Adams County, Pennsylvania, in Plat Book 74, at page 57.
B. 
Adams County Tax Parcel ID No. 16006-0028 — 000, located in the Borough of Gettysburg and designated by street address as 71 Buford Avenue (which parcel includes real property designated by street address as 61 Buford Avenue), shall be removed from the Moderate Density Residential (R-2) District and shall be reclassified, rezoned and added to the adjacent General Commercial (GC) District. (This parcel is also identified on the attached copy of the Adams County Tax Parcel Viewer Map image of the 71 Buford Avenue property.)
