A. There is a Harford County Cultural Arts Advisory Board.
B. The Board shall make recommendations to the Harford County Public
Library Board of Trustees.
A. The Board shall consist of 15 citizen representatives and a member
of the County Council, who is an ex officio, non voting member.
B. The members shall be appointed by the County Executive and confirmed
by the County Council pursuant to Section 223 of the Harford County
Charter.
C. The Board members shall:
(1)
Be residents of the County; and
(2)
Insofar as possible, be representative of the County's population
with respect to race, gender, political affiliation and geography.
A. The terms of the members are coterminous with that of the County
Executive.
B. At the end of a term, a member continues to serve until a successor
is appointed and qualifies.
C. A vacancy on the Board shall be filled in the manner of original
appointment.
A. The Board shall meet at least 9 times per year.
B. Eight members of the Board constitute a quorum.
C. Any member missing 3 or more consecutive meetings shall be deemed
to have terminated his or her membership on the Board, unless the
Board shall, by a majority vote, excuse one or more of the absences.
D. Each member of the Board shall serve without compensation but may
be reimbursed for reasonable and necessary expenses incurred in the
discharge of their duties.
A. The Board shall annually select a Chairperson, a Vice Chairperson
and a Secretary from among its members.
B. The Chairperson shall only be permitted to vote when the Chair's
vote will break or create a tie vote.
C. The Board may elect any other officers it deems necessary.

A. The Board shall have the following powers and duties:
(1)
To promote and support the overall development of arts and culture
in Harford County;
(2)
To encourage local government and citizen interest in the arts
and culture;
(3)
To accept and process nominations for Harford Living Treasures;
(4)
To encourage and promote programs that will enhance the appreciation
and enjoyment of the arts and culture by all citizens of Harford County;
(5)
The Board, along with the Harford County Public Library Board
of Trustees, shall provide a report of its activities annually to
the Harford County Council; and
(6)
To act as the official Arts Council for Harford County in order
to accept and disburse funds from the Maryland State Arts Council.

B. The Board may:
(1)
Adopt regulations to carry out the purposes of this article;
and
(2)
Adopt bylaws governing the conduct of its business.
