This article shall be administered by the Police Department
of Clarion Borough, which shall prepare and issue such application
forms and permits as may be necessary; the Police Department shall
also keep suitable records of any permits issued and outstanding and
of all fees paid.
The permits issued by the Police Department shall be limited
in use to those areas designated by resolution of Clarion Borough
Council. They shall be destroyed upon expiration. They shall be nontransferable
either from person to person or, except as noted above, from vehicle
to vehicle. If the permittee replaces his vehicle, he must surrender
his existing permit and obtain a new permit. The permit must be prominently
displayed on the dashboard of the vehicle for which it was issued.
The application fee shall be set by resolution of Clarion Borough
Council.
The areas affected by these provisions shall be specified in
a resolution duly adopted by Clarion Borough Council. Purchase of
a permit does not guarantee that a parking spot will be available
in the area for which the permit was issued.
Parking in a metered space located in an area where the permit
is not accepted without depositing coinage into the parking meter
for that space will result in the issuance of a parking meter ticket.
Fines are to be set by resolution of Clarion Borough Council.
