This chapter shall be known and may be cited as the "Building Permit Ordinance."

A. 
It shall be unlawful for any person or persons, partnership or corporation to erect or construct any new building, either for residential or commercial purposes, within the limits of Carroll Township, Washington County, Pennsylvania, or to repair, alter, enlarge or remove any existing building within the limits of said Township, until there has first been secured by the owner or owners of said building a permit issued by the Zoning Officer of said Carroll Township.
B. 
Prior to the issuance of a permit required under the provisions of this chapter, the owner or owners of said premises or building shall furnish to the Zoning Officer of Carroll Township a copy of the plans and specifications, together with the name of the architect and contractor, a statement of the estimated cost of said building and their mailing addresses, as may be necessary to enable the Zoning Officer to pass upon such application.
C. 
Fees for permits shall be paid in accordance with a fee schedule to be adopted by a resolution by the Board of Supervisors.

For the purpose of facilitating the efficient enforcement of this chapter, it shall be the duty of the Township Assessor, constable or police officer to promptly report to the Zoning Officer work started upon the erection, repair or alteration of any building or structure within the limits of said Carroll Township that may come within his observation as well as any other facts or thing tending to show any violation of the provisions of this chapter.

All construction, erection, repairs, alterations or improvements of any residential or commercial property shall be subject to the provisions of this chapter.

The fee scale for issuance of building permits for both residential and commercial shall be as follows and shall be dependent upon the cost of erection of such structure, based upon contract prices, evidence of which must be given to the appropriate authority.

Commercial permits may be issued only by the Zoning Officer over the signature of the Chairman of the Board of Supervisors by application for the same made through the Zoning Officer of the Township.

Any permit issued shall expire automatically one year following date of issuance. Renewal thereof will occur only on new application and payment of fees in accordance with the schedule set forth herein.

Any person or persons, partnership or corporation, prior to the erection, construction, repair, alteration or improvement of any residential or commercial property, shall submit a plan to the Zoning Officer of the Township of Carroll for approval of said erection, construction, repair, alteration or improvement for the Supervisors' review in order that the plan shall meet the requirements of Chapter 260, Zoning, and other ordinances relevant to the erection, construction, repair, alteration or improvement of the residential or commercial property.

As used in this chapter, the following terms shall have the meanings indicated:
COMMERCIAL
All other (than residential) types of buildings, structures and uses and shall include industrial-type structures.
RESIDENTIAL
Any single family unit or dwelling erected or proposed to be erected on any lot or parcel of land.

Any person, firm or corporation who shall violate any provision of this chapter, upon conviction thereof, shall be sentenced to pay a civil fine in an amount of not less than $100 nor more than $600 in addition to costs and attorneys' fees. Every day that a violation of this chapter continues shall constitute a separate offense.

It shall be unlawful for any person, association, firm, partnership or corporation to occupy any building, either residential or for commercial purposes, without first having obtained from the Zoning Officer of Carroll Township an occupancy permit, which he or she shall issue after inspecting said structure and finding that same complies with the conditions of this chapter and other applicable regulations and ordinances of the Township of Carroll.
