The purpose of this article is to establish the Parks and Recreation Advisory Commission to provide review and recommendations regarding the diverse leisure and cultural services[1] of the City of Holland to the Director of Parks and Recreation and the City Council of the City of Holland. This article is intended to improve leisure and cultural services[2] for the citizens and neighborhoods of the City of Holland in order to enhance the quality of life through its parks, recreational programs, and other leisure activities for the benefit of the health, safety, and general welfare of the City of Holland and its citizens.

There is hereby created and established the Parks and Recreation Advisory Commission which shall consist of seven members appointed by the Mayor upon approval by the City Council. The Commission shall be selected as follows:
(1) 
One member representing an educational institution serving the Holland area;
(2) 
One member representing the Friend of the Nature Center Citizen Support Group;
(3) 
Five members selected at large.

All members of the Parks and Recreation Advisory Commission shall serve without compensation, and each member shall hold office until his/her successor is appointed. Each member shall be appointed to a three-year term, unless specifically appointed to fill the balance of an unexpired term.

The Parks and Recreation Advisory Commission shall:
(1) 
Annually elect a Chairperson, such officers, and such committees from its membership as it may deem necessary; adopt bylaws, rules, and regulations for the proper conduct of its meetings and the discharge of its powers and duties; and keep minutes of all formal actions taken by the Commission in accordance with statute and ordinance.
(2) 
Recommend the appointment of subcommittees of the Parks and Recreation Advisory Commission for approval by City Council which shall meet to review and administer specialized projects and programs of the Commission.
(3) 
Meet at least monthly at regular stated times and places. All meetings shall be open to the public and shall be subject to the Open Meetings Act of the State of Michigan.
(4) 
Act in an advisory capacity to the Director of Parks and Recreation and the City Council in all matters pertaining to public recreation, parks, leisure services and properties owned or managed by the City of Holland for such purposes, including but not limited to the following:
a. 
Assisting the Director and City Council to define the goals and objectives of the divisions related to parks, recreation and leisure activities;
b. 
Assist the Director in the review and recommendations regarding management and policy directions of the divisions related to parks, recreation and leisure activities;
c. 
Assist the Director and City Council in reviewing the budget and financial plans for the organization, programs, services and operations of divisions related to parks, recreation and leisure activities;
d. 
Assist the Director in the development of programs and services for the planning of leisure and cultural services[1];

e. 
Assist the Director in informing and educating the public regarding the importance, need, and priority of recreation and park programs, facilities, and services;
f. 
Assist the Director and City Council with the establishment and maintenance of an effective public relations program;
g. 
Assist the Director in establishing and maintaining liaison and coordination with related community organizations, such as schools, community centers, senior centers, and like institutions to ensure the most effective and economical public services possible;
h. 
Render such additional services to the Director of Parks and Recreation and the City Council as the Council may from time to time require or request;

The decisions of the Commission shall be advisory to the Director of Parks and Recreation and the City Council of the City of Holland relating to the stated purposes of the Commission. All legislative and policy making functions in the area of parks, recreation and leisure activities shall remain vested in the Council of the City of Holland or other public bodies as shall be designated by statute, ordinance, or regulation.
