The City shall have all powers which
the General Assembly of the State of Missouri has authority to confer
upon any City, provided such powers are consistent with the Constitution
of this State and are not limited or denied either by this Charter
or by State Statute. The City shall, in addition to its Home Rule
powers, have all powers conferred by law.

The powers of the City shall be liberally construed. The grant of a specific power or powers to the City by the provisions of this Charter shall not be construed to limit the powers of the City granted by Section 2.1 of this Article.

The municipal government provided
by this Charter shall be known as a "Mayor - City Administrator -
Council" form of government.
