A. The City Council shall have power by ordinance
to tax all businesses, occupations, professions, vocations, activities,
or things whatsoever set forth and enumerated by the statutes of this
State now or hereafter applicable to constitutional or special charter
cities, cities of the third or fourth class, towns, villages or cities
of any population group, and which any such cities are now or may
hereafter permitted by law to tax.
B. The City Council shall have power by ordinance
to license, regulate and prohibit any business, occupation, profession,
vocation, activity or thing whatsoever, provided that such regulation
or prohibition is not otherwise limited or in conflict with Federal
or State law. Nothing herein shall be construed to limit the City
Council's authority to license, regulate and prohibit businesses pursuant
to the City's police power or other authority.
