No person shall install an individual or community sewage disposal system, or construct any building in Coolbaugh Township, in which an individual or community sewage disposal system is to be installed without first obtaining a permit that the site, plans and specifications of such system are in compliance with the Pennsylvania Sewage Facilities Act of January 24, 1966, P.L. 1535, as amended,[1] and the rules and regulations of the Department of Environmental Protection, Commonwealth of Pennsylvania, adopted pursuant to that Act.

A fee, as established by resolution of the Board of Supervisors, shall be paid to Coolbaugh Township at the time of making application for such permit.

Any person firm, or corporation who shall violate any provision of this article, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
