Section 645.010 Daily Register — Required.

It shall be the duty of all persons dealing in the purchase, sale or exchange of second-hand or antique jewelry, coins, watches, diamonds or other precious stones, cutlery, old gold, silver, platinum or other precious metals, or any other second-hand manufactured articles, composed wholly or in part of gold, silver, platinum or other precious metals to keep a daily register on a form provided by the Sikeston Public Safety Department, or every article received by them in the course of their business and the persons from whom such articles were acquired. The register shall contain as detailed a description of each article as is possible, including all identification numbers and the manufacturer's name, as well as the name, age, sex, race, address, driver's license number, general description of the individual or individuals selling or exchanging the articles, and their signatures.

Section 645.020 Daily Register — Copy At Place of Business.

All persons engaged in the business as described in Section 645.010 shall have available at their place of business a copy of the register for all transactions which took place during the preceding day for the Director of Public Safety or his/her representative.

Section 645.030 Daily Availability of Articles For Inspection.

All persons engaged in business as described in Section 645.010, shall retain each and every article received by them in the same state or condition in which it was received, and all articles received during any one days' transaction shall be kept separately and shall not be co-mingled with articles received during any other days' transactions. Furthermore, all articles shall be made available for examination within the City, to members of the Sikeston Public Safety Department, and the Sheriff's Department, State Highway Patrol, or other law enforcement officials for a period of five (5) consecutive days after their receipt, before such articles are resold or exchanged, unless written permission is obtained from the Director of Public Safety of the City.

Section 645.040 Thumb Print Card.

No person engaged in business as described in Section 645.010, shall purchase or exchange second-hand or antique jewelry, coins, watches, diamonds or other precious stones, cutlery or old gold, silver, platinum or other precious metals, or other second-hand manufactured articles composed wholly or in part of gold, silver, platinum, or other precious metals unless the person first takes a right thumb print of the seller on a three (3) by five (5) inch card with the name of the seller or exchanger of the above enumerated items. The thumb print card and register shall be maintained for a period of one (1) year after the date on which the transaction occurred.

Section 645.050 Purchasing From Minors.

No persons engaged in business as described in Section 645.010, shall purchase or exchange second- hand or antique jewelry, coins, watches, diamonds or other precious stones, cutlery, or old gold, silver, platinum or other precious metals, or any other second-hand manufactured articles composed wholly or in part of gold, silver, platinum or other precious metals from any person less than eighteen (18) years of age.
