There is hereby created the Sikeston Enhanced Enterprise Zone Board of Directors of the City of Sikeston, Missouri.

A. 
The Sikeston Enhanced Enterprise Zone Board of Directors shall consist of seven (7) members as follows:
1. 
The Sikeston School District Board of Education shall appoint one (1) member of the Board.
2. 
One (1) member of the Board shall be appointed by the Presiding Commissioners of Scott and New Madrid County Commissions, this member shall represent the interest of the County Governments and the interest of all other affected taxing authorities.
3. 
The Mayor shall appoint the remaining five (5) members of the Board.
4. 
The member appointed by the Board of Education and the member appointed to represent the interests of the taxing authorities shall serve initial terms of five (5) years. Two (2) of the members appointed by the Mayor shall serve initial terms of four (4) years, two (2) shall serve initial terms of three (3) years and one (1) shall serve an initial term of two (2) years. Thereafter, members shall serve terms of five (5) years. Each member shall continue in office until his/her successor has been appointed. All vacancies shall be appointed in the same manner as the original appointment.

Any member of the Board may be removed for neglect of duty or misconduct in office by the appointing authority.

A majority of its members shall constitute a quorum of the Board for the purpose of conducting business and exercising the powers granted to the Board and for other lawful purposes. Action may be taken on any item of business before the Board subject to a majority of votes cast among the members present. Otherwise, Roberts Rules of Order shall govern the Board's meetings. Annually, the members of the Board shall elect from among its members a Chairperson. The Chair may call such meetings as may be necessary as to conduct the business of the Board.

The role of the Board shall be to conduct the activities necessary to advise the governing authority on the designation of an enhanced enterprise zone and any other advisory duties as determined by the governing authority. The role of the Board after the designation of an enhanced enterprise zone shall be review and assessment of zone activities as it relates to the annual reports as set forth in Section 135.960, RSMo.
