No person shall be eligible for the office of City Collector unless he/she is twenty-one (21) years of age, a citizen of the United States and a resident of the City for one (1) year next preceding the filing for election, and such person shall not at such time be in arrears to the City for any taxes or assessment of any kind.

A. 
The Collector shall have the following duties:
1. 
Collection of real and personal property taxes for the City of Union, Missouri, shall be collected by the Collector of the County of Franklin, Missouri, as allowed by Section 50.332, RSMo., and authorized by Ordinance Number 3493 approved by the City of Union Board of Aldermen on October 12, 2009. The collection of real and personal property taxes for the City of Union, Missouri by the Collector of Franklin County, Missouri, will be effective with the tax year of 2010. The Collector of Franklin County, Missouri, will also be responsible for the collection of all delinquent taxes beginning with the tax year of 2010.

The collection of all funds due the City including, but not limited to, special tax bills, funds from the sale of cigarette tax, utility taxes, franchise taxes, sales taxes, motor fuel taxes, rentals, licenses and fees, water, sewer and trash user fees, deposits, connections fees, permit fees, motor vehicle licenses, manufacturer's licenses, business licenses, occupational licenses, receive and deposit of all Municipal Court fines and fees, revenues and fees collected by the Parks Department, and receive and deposit all other funds due to the City of Union shall be performed under the direction of the City Administrator of the City of Union.

The collection of delinquent taxes and other delinquent payments due to the City of Union for the tax year 2009 and all preceding years shall be collected under the direction of the City Administrator. As specified in the agreement with the Collector of the County of Franklin, Missouri, these delinquent taxes will not be collected by the Collector of the County of Franklin, Missouri.
4. 
City Finance Officer to make annual report. The Finance Officer for the City of Union, Missouri, shall, annually, at such times as may be designated by ordinance, make a detailed report to the Board of Aldermen, stating the various monies collected by the Franklin County Collector's office on behalf of the City of Union, the various monies collected under the direction of the City Administrator and the amounts uncollected including the names of persons, organizations or corporations from which funds were not collected and the causes thereof.
5. 
The Collector shall only perform those duties as may from time to time be assigned by the Mayor, Board of Aldermen or City Administrator.

The Collector shall receive such salary as may from time to time be established by the Board of Aldermen by ordinance. Such salary shall not be increased or decreased during the term for which the Collector has been elected.
