The Board of Aldermen shall, with the recommendation of the
City Administrator, select and employ some suitable person to fill
the position of Community Development Director. The Community Development
Director shall serve as a department head in a supervisory capacity
in the same manner as all other departments authorized by the Code
of Ordinances or the City's Personnel Policy.

It shall be the duty of the Community Development Director to
oversee and encourage commercial and industrial growth within the
City by taking a pro-active role in identifying and solving development
problems within the City. The Community Development Director shall
be the City's liaison with other entities operating within the City
whose purpose is to encourage industrial or commercial growth and
shall also be the City's liaison with existing businesses and industries
to insure that the City is aware of the needs of such enterprises
so that the City is able to provide assistance to the extent of the
City's resources and Missouri law permit. Although the position is
entrepreneurial in nature, the Director shall be under the overall
supervision of the City Administrator and shall report to the City
Administrator as the City Administrator may from time to time direct.
In addition to the foregoing "general duties", the Community Development
Director shall also perform such functions as the City Administrator
may from time to time direct which are related to the overall development
of the City. The position of Community Development Director may either
be a full-time position or it may be assigned as a part-time position
to a person holding another position within the City such as the Assistant
City Administrator.

The Community Development Director shall receive such compensation
as may be determined by the Board of Aldermen. In the event the Community
Development Director is serving in a dual capacity, such compensation
shall be combined with the compensation for the other position.
