Pursuant to Section 72.070, RSMo., the Board of Trustees of
the Village passed an ordinance on July 12, 1974, being Ordinance
389, to submit to the qualified voters of the Village a proposed change
in its form of government from that of a Village to that of a City
of the Fourth Class. After publication of notice as required by law,
an election was held on Tuesday, August 6, 1974, on such matter. At
such election five hundred thirty-one (531) voters voted in favor
of the change and two hundred seventy-six (276) voters voted against
the change. Since more than a majority of the voters voting at such
election voted in favor of the change, Mr. Robert C. Garret, Chairman
of the Board of Trustees and Chief Officer of the Village issued his
proclamation effective August 19, 1974, declaring the Village to be
a City of the Fourth Class.
