As used in this Article, the following term shall have the prescribed
meaning:
BILLBOARD
Any sign which advertises products, services or businesses
which are not located on the same premises as the sign, including
detached pole signs on separate parcels, wall signs and signs otherwise
attached to buildings and/or supported by uprights or braces on the
ground. For the purpose of this Section,
"billboard" shall be synonymous with the term
"standard outdoor advertising
structure" as found in Chapter
420, Sign Regulations.

A. Required. No person shall engage in the business of operating
a billboard within the City without first obtaining a license to engage
in such activity in accordance with the terms of this Article.
B. Application. Any such person desiring to engage in the business
of operating a billboard shall apply for a license therefor on forms
prepared by the City. Each billboard shall require a separate license.
C. Conformity With Laws. Any person desiring to engage in the
business of operating a billboard in the City shall abide by and conform
to all applicable State Statutes and City ordinances regulating such
structures.
D. Fee — Term — Renewal. Such license, upon payment
of a fee of five hundred dollars ($500.00) by the applicant, shall
be effective until December thirty-first (31st) of the year of issuance
and may be renewed thereafter annually upon payment of a fee of one
hundred dollars ($100.00).
E. Suspension Or Revocation. Any license hereunder may be suspended
or revoked and shall not be renewed if it is determined by the Board
of Aldermen that the holder thereof no longer qualifies for such license
under the provisions of State or local law.

The licenses provided for in this Article are not intended to be in addition to any license required under Chapter
605, but rather in lieu thereof; therefore, where the provisions of this Article are in conflict with Chapter
605, the provisions of this Article shall govern.
