§ 133. When ordinance shall take effect. Except in
the case of a zoning ordinance, every ordinance and every amendment
to an ordinance hereafter adopted or approved by the Town board of
the Town of Royalton shall be entered in its minutes and a notice
of setting forth the title thereof and a brief description of the
provisions thereof and a statement that the original is on file and
may be inspected in the office of the Town Clerk shall be published
in a newspaper published in the Town, if any, or in such newspaper
published in the county in which such Town may be located having a
circulation in such Town as the Town Board may designate, once, and
a printed copy of such notice shall be posted on the sign board maintained
by the Town Clerk pursuant to Subdivision 6, § 30, of this
chapter, and affidavits of such publication and posting shall be filed
with the Town Clerk. Such ordinance or amendment shall take effect
10 days after such publication and posting; but such ordinance or
amendment shall take effect from the date of its service as against
a person served personally with a copy thereof, certified by the Town
Clerk under the corporate seal of the Town; and showing the date of
its passage and entry in the minutes.
