A vending machine is each and every self-operated machine or
apparatus accepting money either through mechanical or non-mechanical
means for the purpose of dispensing food, drink, merchandise, amusement
or services.

Coin-operated washers or dryers, coin-operated newspaper boxes
and coin-operated change machines are excepted from the provisions
of this Article.

Each vending machine, in addition to the license required under
Division 2 of this Article, must also have an identification card
on the same showing the name, address and phone number of the owner
or licensee of the vending machine.

It shall be unlawful to install, maintain or locate a vending
machine within the City without obtaining a license therefor under
the provisions of this Article.

The Director of Finance shall prescribe the form on which application
is to be made and the signature on such application must be an authorized
representative of the vending machine company or the owner of the
machine.

The vending license called for by this Division must be displayed
upon the vending machine to which it applies in full view of the public
and firmly affixed to such machine at all times.

The term of the license pursuant to this Division shall coincide
with the license year, beginning January first (1st) and ending December
thirty-first (31st).

A. The
fees for licenses pursuant to this Division shall be as follows:

Vending machines installed after July first (1st) of any license
year shall be licensed at one-half (½) the annual rate.

Application for vending machine licenses and the fees therefor
are due and payable by January first (1st) of each calendar year and
become delinquent January thirty-first (31st) of each calendar year.

Failure to file an application for a vending machine license
and to pay the necessary fee required thereby by January thirty-first
(31st) of any year subjects the owner or licensee of the vending machine
to a penalty of ten percent (10%) of the tax amount for each month
or part thereof that such delinquency shall continue, with a maximum
penalty of fifty percent (50%) of the tax amount due.

If for any reason the original vending machine license pursuant
to this Division purchased for a particular vending machine is lost
or destroyed, a replacement license may be secured from the Director
of Finance upon affidavit of a lost license being filed with the Director
and the payment of one dollar ($1.00) transfer fee.

Vending machines which are not properly licensed and which are not properly identified as required by Section
605.303 shall be considered in violation of this Article and each day that the license required by this Division is not properly affixed or the proper identification placed thereon shall constitute a separate violation and a summons may be issued for each day the machine remains in violation and the vending machine itself may be subject to confiscation by the Director of Finance at any time after the expiration of a forty-eight (48) hour period, during which the machine shall remain without a proper license or identification affixed thereto.
