The City counselor shall be a person or persons who have been admitted to practice law in the State.

A. 
The duties which the City counselor shall perform shall be defined by contract to include the following:
1. 
Represent the City in all cases in all courts of record in the State;
2. 
Upon request, draft ordinances and legal forms of every kind;
3. 
Give legal advice to the Council and other officers of the City;
4. 
Attend meetings of the City Council as requested by the City Council;
5. 
Appear before the Public Service Commission or other similar bodies on municipal affairs;
6. 
Travel out of the City on municipal business or affairs subject to the approval and direction of the City Council;
7. 
Perform such other duties of a legal nature as may be directed by a motion duly passed and approved by the Council;
8. 
If deemed for the best interest of the City, the Council may, by ordinance, employ special counsel to represent the City, either in case of conflict of interest or to assist the City counselor, and pay reasonable compensation therefor.
