A. The
City Finance Officer shall be under the direction of the City Administrator,
the general accountant of the City. He/she shall examine, audit and
adjust all accounts, claims and demands in favor of or against the
City and shall after each examination certify the amount or balance
due thereon, except in cases where some other officer is charged with
such duty. He/she shall keep the accounts of the City in proper books
therefor, in which the City shall be represented by the term "City
revenue" which shall be charged with all monies coming into the City
Treasury from whatever source derived, which source shall be specified
and shall be credited with all appropriations made for any purpose
or account, which shall also be specified. He/she shall also keep
in proper books therefor the accounts between the City and the City
Treasurer, charging the latter with all monies received into the Treasury
and crediting him/her with all monies paid out according to law, in
each case specifying the source from which such money was received
and on what account paid out.
B. The
City Finance Officer shall keep in proper books therefor the accounts
between the City and all officers and persons who may have entrusted
to them the collection of any money for the City, charging each with
the amount that may be in his/her hands for collection, or with the
blank licenses or certificates delivered to him/her, and crediting
him/her with all payments into the City Treasury. He/she shall keep
in proper books therefor a statement of the condition of the City
revenue in which every fund, which by law or ordinance is made a separate
fund, shall be credited with all receipts into the Treasury on account
thereof and shall be charged with all appropriations therefor and
warrants drawn thereon.
C. The
City Finance Officer shall keep a register of all warrants drawn on
the City Treasury, wherein shall be stated the date, number and amount
thereof and to whom and out of what payable. He/she shall also keep
an account of all debts due to or by the City and he/she shall enter
into a book all bonds, notes, bills and other obligations payable
by, or to, the City stating when and by whom or to whom the same are
payable and the amount of the principal thereof and the rate of interest
thereof.
D. The
City Finance Officer shall have power to administer oaths or affirmations
to parties in any case in which he/she may deem it necessary in the
course of any examination of accounts of claims presented to the City
Finance Officer and all oaths required by law.
