There is hereby established a Community Cultural Grant Program for the City of Sullivan. The program shall support the advancement of history, music, cultural and fine arts in the Sullivan area in the belief that they are vital for preserving Sullivan's common heritage while celebrating its diversity along with enrichment in the lives of Sullivan residents and visitors.

A committee to be known as the "Community Cultural Grant Committee", is hereby created and shall consist of five (5) citizen members selected at large from the City of Sullivan and appointed by the Mayor with approval by the Board of Aldermen.

The purpose of the program shall be to enhance the historical, musical, cultural and fine arts opportunities in the City of Sullivan. The program shall support these opportunities in the belief that they are central to the well being of Sullivan's youth and the career advancement of the City's working adults as well as enriching the lives of its residents and visitors. The projects chosen are to have reasonably broad appeal and accessibility to the community.

All committee members shall serve as such without compensation and shall be residents of the City of Sullivan. The citizen members shall represent insofar as is feasible different professions, interests or occupations in the City.

The term of each member of the Community Cultural Grant Committee shall be three (3) years and shall hold office until their successors are appointed. Vacancies on the Committee occurring other than through the expiration of terms shall be filled for the unexpired term by appointment as aforesaid.

The Committee shall elect its Chairman from its members and create and fill such other of its offices as it may determine. The term of the Chairman shall be one (1) year and shall be eligible for re-election. The Committee shall hold at least one (1) meeting on a biannual basis. It shall adopt rules for transactions and shall keep a record of its resolutions, transactions, findings and determinations, which record shall be a public record.

The Committee shall develop a structure and format for the implementation of the Community Cultural Grant Program which shall be approved by the Board of Aldermen. The grants will be awarded by the Board of Aldermen based upon the recommendation of the five (5) member Committee.

Organizations eligible to seek funding are legally created and registered non-profit educational, governmental, civic, cultural and fine arts organizations established within the Sullivan area. Individuals and City of Sullivan departments are not eligible applicants or sponsors.
