All riding schools or stables, as defined herein, shall, in
addition to other requirements of this Code, comply with the minimum
standards of this Article. Failure to meet these standards shall be
grounds for denial of license or revocation of a license to do business.

A.
Minimum
standards for riding schools or stables are as follows:
1.
Feeding. All animals shall be provided with daily food and
water, free from contamination and such food and water shall be wholesome,
palatable and of sufficient quantity and nutritive value to meet the
normal daily requirements for the condition and size of the animal.
2.
Riding equipment. All equipment used for riding must fit
properly for each individual animal.
3.
Sanitation. All buildings and sheds used for stabling animals
shall be well lighted and ventilated and provide protection from the
weather.
4.
Buildings. All buildings and sheds used for stabling animals
shall be kept clean and in good repair at all times and manure shall
be removed therefrom daily. A manure pile shall not be allowed to
stand for a period longer than one (1) month during the months from
October fifteenth (15th) through April thirtieth (30th) or for four
(4) days during any month from May through October fourteenth (14th).
5.
Shelter. Any enclosure where animals are kept shall be graded
and drained so as to keep the surface reasonably dry.
6.
Fly control. Flies must be controlled through general sanitation
and necessary means.
7.
Health of the animals. Animals let for riding purposes must
be in good physical condition.
