Culvert pipe or tiles shall be installed in the ditches abutting public streets within the City of Sullivan, Missouri, at such points where private entrances and driveways cross said ditches for access to the public streets. Such culvert pipes or tiles shall be installed according to the rules and regulations of the City Engineer or the City Street Department and such rules and regulations shall be prepared in such form as to insure that culvert pipes and tiles are installed at sufficient places and at sufficient depths so that the drainage of surface water through the ditches abutting public streets is not impaired.

A. 
The City of Sullivan does hereby establish a cost-sharing program for installation of storm sewers in existing developments with the following guidelines:
1. 
The City will install storm sewer lines in existing developed neighborhoods.
2. 
The responsibility for the cost of the storm sewer lines shall be as designated in Section 515.165. The City will install all lines and be responsible for junction boxes and street inlets.
3. 
Storm sewers will only be installed on easements dedicated to the City of Sullivan.
4. 
All storm sewers shall be installed as designed by the City Engineer.
5. 
Storm sewers shall be installed based on priority of need considering the following factors: property damage, protection of the environment, impact on other public infrastructure, desire for improvements by property owners, and any other factors which could influence the need for the improvement. The storm sewer projects will be prioritized according to the factors by the Engineering Department.
6. 
The program shall be limited to the available funding and manpower as approved by the City's budget and the Street Department's workload.
7. 
Undeveloped property will not be eligible for the storm sewer cost-sharing program.

The minimum size of all culvert pipes or storm sewers shall be no less than twelve (12) inches in diameter and twenty (20) feet in length. All metal culvert pipe shall be constructed of fourteen (14) gauge metal pipe and all storm sewers shall be constructed of such materials as is approved by the City Engineer or the City Street Department. The City Engineer and the supervisor of the City Street Department shall have authority to require the installation of culverts greater than twelve (12) inches in diameter when, in their judgment, culverts in excess of twelve (12) inches in diameter are necessary for the free flow of drainage water in the ditches abutting public streets. Any culvert pipe over forty (40) feet in length will have a drop inlet installed with a grate over it to collect water from the surface and also serve as a clean out.

The cost of all culverts or storm sewer pipes shall be the responsibility of the property owner under whose driveway, roadway, access point or drainageway the culvert or storm sewer is constructed. The City of Sullivan, Missouri, will install the culvert pipes, storm sewers and inlet boxes. The City will not install any pipe on State roads without approval of the State Highway Department or for commercial driveways. When such pipe installation is requested for drainage ditches bordering private property where there is no driveway, roadway or access point, the property owner shall purchase said pipe at his/her own expense. However, the City shall install said pipe. The City may purchase and install such pipe without the property owner's request when the Board of Aldermen deem necessary to preserve the physical integrity of public thoroughfares.
