There is hereby created a Board to be composed of seven (7)
legally qualified voters of Stoddard County, Missouri, to be known
as the Park and Recreation Board of the City of Dexter.

The members of said Park and Recreation Board shall be appointed
by the Mayor with the advice and approval of the Board of Aldermen
and shall be representative of the respective groups having a special
interest in the parks and recreation activities within the City of
Dexter.

The terms of office for each of the members of the Park and
Recreation Board shall be for two (2) years with their terms expiring
at the second (2nd) Board meeting in May of each year. At that meeting
the Mayor shall either appoint new members to the expired terms or
reappoint the existing members. When this Park and Recreation Board
is created, four (4) members are to be appointed for two (2) years
with terms expiring in 1983 and three (3) members are to be appointed
for three (3) years with terms expiring in 1984.

As soon as practicable after said members have been appointed
at the beginning of each year, they shall immediately meet and organize
and they shall select one (1) of their number to be Chairman and another
to act as Vice Chairman and they shall select a Secretary and a Treasurer
or they may combine the two (2) offices if they so desire and said
Secretary and Treasurer may or may not be a member of said Board,
said Secretary and Treasurer to serve at the pleasure of said Board.

The Chairman shall preside at all meetings of said Board and
in his/her absence the Vice Chairman shall act in his/her stead. The
Secretary shall keep the record of the meetings held by them and all
other records incident to the operation of said Board. The Treasurer
shall be custodian of the City of Dexter Park and Recreation Fund
and shall accurately account for all receipts and disbursements of
said funds. All checks issued against park funds shall be on vouchers
signed by the Chairman and countersigned by the Secretary before the
same shall be paid by the City. In the absence of the Chairman, the
Vice Chairman shall be authorized to sign any vouchers.

The City Park and Recreation Board shall not contract for nor
spend more monies than it shall have on hand at the time in its Treasury.

All monies coming into the hands of the Park and Recreation
Board shall be from tax levies made by the Board of Aldermen and from
the General Fund of the City of Dexter upon approval of the Board
of Aldermen; however, the Park and Recreation Board shall have the
authority to designate the use of and control any funds coming into
the hands of said Board through private donations earmarked for the
use of the Park and Recreation Board.

The Board herein created shall have the duty of maintaining,
controlling and managing the City park and other parks that may from
time to time be hereinafter created. The Park and Recreation Board
shall have the duty of organizing, managing and, when applicable,
contracting for the use of softball and baseball parks and other sports
recreational facilities as may from time to time be desired for the
use of the citizens involved in such activities within the City of
Dexter. As monies become available the Park and Recreation Board shall
employ whatever person(s) and means are necessary to carry out its
duties and responsibilities as provided herein.

Park Board shall not have authority to lease, sublease or rent
for remuneration or gratuitously any park or parks or parts of same
without the approval of the Board of Aldermen and its consent first
had and obtained.

The said Park and Recreation Board shall report to the Board
of Aldermen when requested to do so and shall at least once a year
and give a detailed audit report of monies received and monies spent,
to whom and for what purpose and said audit shall be filed with the
City Clerk and made a part of the records of this City. Further, the
Park and Recreation Board shall prepare and submit to the Budget Committee
of the Board of Aldermen an annual budget based upon a fiscal year
commencing July first (1st) of each year.

The books of said Park and Recreation Board, including the records
of the Secretary and Treasurer shall be open to inspection at the
request of any citizen.

The said Park and Recreation Board shall request the Board of
Aldermen for the passage of such ordinances and regulations as may
be deemed necessary by it to provide for rules, operations and regulations
of said park or parks.

Any member of said Board so appointed or other appointive officer
or employee of said Board may be removed in the manner provided by
Section 79.240, RSMo.

A Council to be known as the "Dexter Tree Council" is hereby
established for the City of Dexter, Missouri.

The Dexter Tree Council shall be composed of seven (7) residents
of the Dexter School District who shall be appointed by the Mayor
with the approval of the Board of Aldermen.

Each member of the Dexter Tree Council shall serve for a term
of three (3) years. In the event a vacancy occurs during the term
of any member, his/her successor shall be appointed for the unexpired
portion of such term.

Members of the Dexter Tree Council shall serve without compensation.

The Dexter Tree Council shall meet on a regular basis, shall
choose its own officers, make its own rules and regulations and keep
a journal of its proceedings. A majority of the members shall be a
quorum for the transaction of business.

The Dexter Tree Council shall make recommendations to the Mayor
and the Board of Aldermen, as well as to the Dexter Park Board, on
the needs of the municipality in regard to its tree care policy. The
Dexter Tree Council shall also provide information regarding type
and kind of trees to be planted in municipal areas, protection, maintenance,
removal, replanting of trees on public property and, where requested,
on private property and shall identify dead, dying, diseased or insect-infected
trees and recommend proper action and shall promote the planting and
maintenance of trees in the City of Dexter.
