A. 
A certain document, three (3) copies of which are on file in the office of the City Clerk, being marked and designated as the "International Mechanical Code, 2003", as published by the International Code Council, except as it pertains to elevators, be and is hereby adopted as the Mechanical Code of the City of Oakland, Missouri, for the control of building and structures as herein provided; and each and all of the regulations of the International Mechanical Code, 2003 are hereby referred to, adopted and made a part hereof as if fully set out in this Article.
B. 
The St. Louis County Elevators Code as amended, which was adopted by the County of St. Louis on October 15, 1988, is adopted as the Elevators Code of the City as if fully set forth herein. The St. Louis County Building Code, also known as the BOCA National Building Code/1999, adopted by Ordinance No. 20311 on December 21, 2000 and the St. Louis County Mechanical Code, also known as 2003 International Mechanical Code, adopted by Ordinance No. 20236 on December 3, 2000 and as amended by Ordinance No. 20694 on November 12, 2001 are hereby adopted as the Mechanical Code of Oakland, Missouri, insofar as those codes apply to permits and inspections for new elevator and conveyor installations and new amusement device installations and periodic mechanical inspections of existing elevator and conveying equipment and amusement devices only. The aforementioned St. Louis County ordinances are incorporated by this reference as if fully set forth herein.
C. 
Throughout the International Mechanical Code, 2003, wherever the term "jurisdiction" is used, it is deemed to mean the City of Oakland, Missouri.
D. 
Any person, firm, corporation, institution or organization or representative thereof violating any of the provisions of the Mechanical Code shall, upon conviction thereof be punished in the Municipal Court of the City of Oakland, Missouri, by a fine not to exceed one thousand dollars ($1,000.00) or by imprisonment not to exceed ninety (90) days or by both such fine and imprisonment. Each day a violation continues after actual notice to either the responsible individual, person, firm, institution, corporation or organization or representative thereof to whom the permit was issued or to the owner or both or to the legally authorized representative of the permit holder, owner or both, shall constitute a separate violation. In addition to the penalties prescribed herein, the Mayor, by and through the City Attorney, may take such other action, either at law or in equity, that he/she deems necessary in order to execute and enforce the provisions of this Chapter.
