For all elections, there shall be four districts, to be known
as District 1, District 2, District 3, and District 4.
A. District 1 shall consist of the area bounded as follows: Beginning
at the intersection of the Rappahannock Canal and Fall Hill Avenue;
thence southeasterly along the Rappahannock Canal to Hospital Drive;
thence southwesterly along Hospital Drive, past the intersection of
Park Hill Drive to the Dominion Virginia Power regional transmission
line easement; thence southeasterly along said transmission line easement
to Powhatan Street; thence northeasterly along Powhatan Street to
Emancipation Highway; thence southwesterly along Emancipation Highway
to William Street; thence westerly along William Street to Westwood
Drive; thence northerly on Westwood Drive to Woodland Road; thence
easterly on Woodland Road and continuing on Keeneland Road to Falling
Creek Road; thence northwesterly on Falling Creek Road to Falling
Creek; thence following the meanders of Falling Creek northwesterly
to its intersection with Cowan Boulevard; thence westerly on Cowan
Boulevard to its intersection with the northbound lanes of I-95; thence
southerly along I-95 to the intersection with Plank Road; thence easterly
on Plank Road to the intersection with Gateway Boulevard; thence southwesterly
along Gateway Boulevard to the North Branch of Hazel Run; thence easterly

B. District 2 shall consist of the area bounded as follows: Beginning
at the intersection of the Rappahannock Canal and Fall Hill Avenue;
thence easterly along Fall Hill Avenue to Riverside Drive; then easterly
along Riverside Drive to Emancipation Highway; thence southerly along
Emancipation Highway to the intersection with Hanson Avenue and Princess
Anne Street; thence easterly along Princess Anne Street to the intersection

with Caroline Street; thence southeasterly along Caroline Street to

Sunken Road to Lafayette Boulevard; thence southwesterly along Lafayette
Boulevard to Lee Drive; thence southerly along Lee Drive to the Fredericksburg-Spotsylvania
County boundary line; thence in a clockwise direction along the courses
and distance of said boundary line to Hazel Run; thence northerly
along the meanders of Hazel Run to its confluence with the North Branch
of Hazel Run; thence westerly along the meanders of the North Branch
of Hazel Run to Gateway Boulevard; thence northerly along Gateway
Boulevard to Plank Road; thence westerly along Plank Road to the intersection
with the northbound lane of I-95; thence northerly along I-95 to the

D. District 4 shall consist of the area bounded as follows: Beginning
at a point at the intersection of the I-95 southbound lanes and the
south bank of the Rappahannock River; thence southeasterly along the
meanders of the Rappahannock River to the eastern Fredericksburg-Spotsylvania
County boundary line; thence in a clockwise direction along the courses
and distance of said boundary line to Lee Drive; thence northerly
along Lee Drive to Lafayette Boulevard; thence northeasterly along
Lafayette Boulevard to Weedon Street; thence northwesterly along Weedon
Street to Charlotte Street; thence northeasterly along Charlotte Street
to Prince Edward Street; thence northerly on Prince Edward Street

Election District 4, as described in §
30-1 above, shall be divided into two precincts, as follows:
A. VFW Hall Precinct shall consist of the area bounded as follows: Beginning
at a point at the western intersection of the Fredericksburg-Spotsylvania
County boundary line and the south bank of the Rappahannock River;
thence southeasterly along the meanders of the Rappahannock River
to William Street; thence westerly along William Street to Charles
Street; thence northwesterly along Charles Street to the Rappahannock
Canal; thence easterly along the course of the Rappahannock Canal
to Caroline Street; thence northerly along Caroline Street to Amaret
Street; thence westerly along Amaret Street to Princess Anne Street;
thence northerly along Princess Anne Street to Jefferson Davis Highway
(U.S. Route 1 Bypass); thence northerly along Jefferson Davis Highway
(U.S. Route 1 Bypass) to Riverside Drive; thence westerly along Riverside
Drive to Fall Hill Avenue; thence westerly along Fall Hill Avenue
to its intersection with the Fredericksburg-Spotsylvania County boundary

B. Old Walker-Grant School Precinct shall consist of the area bounded
as follows: Beginning at a point of the south bank of the Rappahannock
River and William Street; thence southeasterly along the meanders
of the Rappahannock River to the Fredericksburg-Spotsylvania County
boundary line; thence in a clockwise direction along the courses and
distance of said boundary line to Lee Drive; thence northerly along
Lee Drive to Lafayette Boulevard; thence easterly along Lafayette
Boulevard to Weedon Street; thence northwesterly along Weedon Street
to Charlotte Street; thence northeasterly along Charlotte Street to
Prince Edward Street; thence northwesterly along Prince Edward Street

The polling place for District 1 shall be located at Hugh Mercer
Elementary School at 2100 Cowan Boulevard. The polling place for District
2 shall be located at the Dorothy Hart Community Center at 408 Canal
Street. The polling place for District 3 shall be located at the Walker-Grant
Middle School at 1 Learning Lane. The polling place for the VFW Hall
Precinct in District 4 shall be located at the Veterans of Foreign
Wars Post 3103 at 2701 Princess Anne Street. The polling place for
the Old Walker-Grant School Precinct in District 4 shall be located
at the New City Fellowship Church, PCA located at 200 Prince Edward
Street.

A. Established; purpose. A central absentee voter election precinct
or polling place is hereby established to receive, count, and record
all absentee ballots properly cast within the City for all elections.
B. Location. The central absentee voter election precinct shall be located
at the Executive Plaza, Suite 500, 601 Caroline Street, Fredericksburg,
Virginia.
C. Officials. The central absentee voter election precinct shall have
not less than three officers of election, or as otherwise provided
by state law. The number of such officers shall be determined by the
electoral board.
D. Procedure. The central absentee voter election precinct shall process
all ballots and applications for absentee ballots in accordance with
procedures set forth in Code of Virginia, § 24.2-712, and
with federal and state law governing the receipt, counting, and recordation
of absentee ballots.
E. Security. The security of all marked and unmarked ballots under the
control of the central absentee voter election precinct shall be the
responsibility of the secretary of the electoral board, who shall
account for all such marked and unmarked ballots.

A. Pursuant
to Virginia Code § 24.2-222.1 and notwithstanding the provisions
of City Charter 567 and 19 and Virginia Code § 24.2-222,
the election of members of City Council and the School Board shall
be held on the general election date in November of odd-numbered years,
beginning in November 2021, and biennially thereafter, in accordance
with the following cycles:
(1) The
election for the four City Council and School Board ward representatives
filled by the election of May 2018, shall be held on the November
2021 general election date and every four years thereafter.
(2) The
election for the two City Council and School Board at-large seats,
and the office of Mayor, filled by the election of May 2020, shall
be held on November 2023 general election date and every four years
thereafter.
(3) In
accordance with the provisions of Virginia Code § 24.2-222.1(D),
the members of the City Council and School Board elected at a May
general election shall have their term of office shortened by six
months but shall continue in office until their successors have been
elected at the November general election and have been qualified to
serve.
(4) The
terms of office for those elected at the November general election
shall commence on January 1 immediately following said election.
