The New Jersey State Civil Service Law and the Civil Service Rules of the State of New Jersey applicable to municipalities shall provide the basic framework for employment in the Borough government.
All departmental requests for additions to or changes in specifications involving either the classification or compensation schedules, together with full reporting of maintenance requests, shall be first presented to the Common Council and shall be forwarded to the Civil Service Commission for investigation and consideration. When new positions are to be created, they shall be submitted through the Council by the department head to the Civil Service Commission. No office shall be considered new unless the duties thereof shall be substantially different from those of every other existing position in the classified service of the Borough.
Promotions from one class to the next higher class or position in the classified civil service shall involve a change of duties and shall be made only when a vacancy has been created by resignation, transfer, death or dismissal or when the needs of the service require additional employees in the higher position.[1]
