A. 
Definitions. As used in this article, the following terms shall have the meanings given in this subsection.
TEMPORARY STORAGE UNIT
A unit greater in dimension than three feet in length by three feet in width by three feet in height, rented or owned or for use by the property owner or occupant for storage of personal, business or commercial items or used for the packing or storage of items for permanently moving to or from the residence or for temporarily storing items during a renovation to the main residence. Temporary storage units include, but are not limited to, sea boxes, bulk storage containers, portable on-demand storage containers, store-to-door mobile transportation storage containers, roll-off containers, trash dumpsters or other such similar containers.

B. 
It shall be unlawful to park any dumpster, trailer, portable on-demand storage unit, bin, container, storage vehicle or other temporary storage unit on any Borough street without first obtaining a permit from the office of the Borough Clerk. The application for the permit shall be on the official form supplied by the Borough Clerk, and the fee for such permit shall be $50 for a period of five days beginning on the day after the permit is issued. The permit may be renewed for an additional fee of $50 for an additional five days. Any renewal of the permit thereafter shall be at the sole discretion of the Borough Clerk with regard to the health, safety and general welfare of the Borough of Wallington in regard to concern for safe passageway on Borough streets. The application for such permit shall state the applicant's name, address and specific reason for the dumpster, trailer, portable on-demand storage unit, bin, container, storage vehicle or other temporary storage unit. The permit from the Clerk, when issued, shall consist of two placards which must be affixed to the front and rear (upper left side) of any dumpster, trailer, portable on-demand storage unit, bin, container or storage vehicle or other temporary storage unit used by the applicant at a height of no less than five feet, which shall be clearly visible. The permit shall require that the applicant affix yellow or orange tape at all four corners of the dumpster, container, portable on-demand storage unit, storage vehicle and/or other temporary storage unit with double rows at each corner so as to make the dumpster, trailer, portable on-demand storage unit, bin, container, storage vehicle or other temporary storage unit clearly visible to oncoming traffic from both directions and to pedestrians using the sidewalk.
C. 
Upon issuance of a permit, the Borough Clerk shall immediately forward a copy of the permit to the Police Department in order that the officer at the desk have information at his disposal as to whether or not any dumpster, trailer, portable on-demand storage unit, bin, container, storage vehicle or other temporary storage unit is legally parked on any Borough streets.
Any dumpster, trailer, portable on-demand storage unit, bin, container, storage vehicle or other temporary storage unit parked on any Borough street without obtaining a permit, or without the appropriate safety markings, or without proper display of the permit shall be punishable as provided in Chapter 1, Article II, General Penalty, of the Code of the Borough of Wallington. This violation shall be considered a new and separate violation for every 24 hours the dumpster, trailer, portable on-demand storage unit, bin, container, storage vehicle or other temporary storage unit remains on the Borough streets.
