The City airport is hereby designated and named the "Poplar
Bluff Municipal Airport" and is dedicated to the memory of Earl Fields.

There are hereby adopted rules and regulations relating to the
Poplar Bluff Municipal Airport. Said rules and regulations are incorporated
herein by specific reference thereto as if fully set out herein. The
Poplar Bluff Municipal Airport rules and regulations are filed in
the offices of the City Clerk and the City airport manager and reference
thereto shall be had as often as may be necessary to determine the
provisions thereof.

A. The
rules and regulations relating to the Poplar Bluff Municipal Airport
are hereby amended as follows:
1. Section 2, Aircraft.
5. Aircraft parked in the hangar areas shall be placed so as
not to interfere with normal traffic. The aircraft engines will not
be run up so as to cause debris to be blown into hangars, buildings
or aircraft.
2. Section 8, Additional requirements.
2.(b) Hours of operation. Hours of operation
shall be a minimum of eight (8) hours per day, five (5) days per week,
with provisions for emergency mechanical service on-call during weekends
and holidays.

There is hereby established within the City a board which shall
be known as the Airport Board.

The Airport Board shall consist of nine (9) members who shall be appointed by the City Council in accordance with Sections
125.010,
125.030 and
125.040 of the Poplar Bluff Code of Ordinances. Said appointed persons may be all or some of the same persons who are the acting members of the Board of Directors of Municipal Airport Development, a not-for-profit corporation.

The Mayor may, with the approval of a majority of the Council,
appoint a member of the Council to serve as an ex officio member of
the Airport Board. Said ex officio member shall serve for a period
of one (1) year beginning May first (1st) of each year.

The members of the Airport Board shall hold office for a term
of three (3) years. Such terms shall be initially structured so as
to cause the expiration of no more than three (3) members of the Board
in any one (1) year. Any member of the Airport Board who is also a
member of the Board of Directors of Municipal Airport Development
shall serve the terms of said Airport Board and said Board of Directors
independently and the expiration of one (1) term shall not cause the
expiration of the other. Vacancies shall be filled by majority vote
of the City Council and any person so appointed shall serve only for
the unexpired term of the person causing the vacancy.

The members of the Airport Board shall serve without compensation.

The members of the Airport Board shall subscribe to the oath
of office required of other City Officials.

The Airport Board shall hold at least one (1) meeting per month
and adjourned meetings when necessary; all meetings of the Board shall
be public.

There shall be a President, Vice President and Secretary of
the Airport Board, selected from the members of the Board, elected
by the Board and at its pleasure removed.

The Airport Board shall make such rules as may be necessary
for the government of such Board, not inconsistent with the ordinances
of the City or any rules of the City Council.

The Airport Board shall keep and preserve a true record of all
its proceedings and official acts and said record of proceedings shall
be attested by the Secretary.

The Airport Board shall, on the first (1st) Monday in each month,
report in writing to the City Council of all business under its supervision.

The Airport Board shall recommend to the City Council such rules,
regulations and courses of action with regard to the supervision,
management, control, operation, maintenance, repair and improvement
of the Poplar Bluff Municipal Airport as it deems appropriate. Nothing
to the contrary herein withstanding, the City Council may, by majority
vote and from time to time, vest such jurisdiction in the Airport
Board by specific ordinance; however, such jurisdiction shall expire
on a date certain and in no event longer than one (1) year from the
effective date of said ordinance.

Prior to the actual regular or vacancy appointment of persons
to the Airport Board, the City Council shall notify Municipal Airport
Development so that Municipal Airport Development may have an opportunity,
if it so chooses, to appoint the same persons to the Board of Directors
for Municipal Airport Development.
