The Police Officers of this City are hereby vested with authority
to enter at any time any dwelling house, store, saloon or other building
where any felon is harbored or secreted or where persons, in their
presence or hearing, have committed a breach of the peace or where
any felony or breach of the peace is about to be committed or where
an alarm, noise, outcry or other disturbance shall be made and they
shall arrest any and all persons whom they may find therein violating
the laws of the State or the ordinances of this City.

A. Any
Police Officer of Poplar Bluff who is certified pursuant to Chapter
590, RSMo., shall have the authority, in accordance with departmental
procedures, to respond to an emergency situation outside the boundaries
of Poplar Bluff. This Section does not apply to any Peace Officer
certified pursuant to Subsection (6) of Section 590.105, RSMo.
B. Before a Police Officer shall have the authority to respond to an emergency situation outside the boundaries of Poplar Bluff pursuant to Subsection
(A), the authority shall be first authorized by ordinance by Poplar Bluff and by the Governing Body of the political subdivision in which the emergency situation is alleged to be occurring.
C. As
used in this Section, "emergency situation" means
any situation in which the Police Officer has a reasonable belief
that a crime is about to be committed, is being committed, or has
been committed involving injury or threat of injury to any person,
property, or governmental interest and such officer's response is
reasonably necessary to prevent or end such emergency situation or
mitigate the likelihood of injury involved in such emergency situation.
The determination of the existence of any emergency situation shall
be in the discretion of the officer making the response or in the
discretion of an officer or governmental officer of the political
subdivision in which the emergency situation is alleged to be occurring.
D. As
used in this Section, "response" shall mean to take
any and all action which the officer may lawfully take as if exercising
his/her powers within his/her own jurisdiction.
E. In addition to the powers prescribed in Subsection
(A) hereof, Section 544.216, RSMo., and any other arrest powers, a Law Enforcement Officer may arrest on view, and without a warrant, at any place within this State, any person the officer sees asserting physical force or using forcible compulsion for the purpose of causing or creating a substantial risk of death or serious physical injury to any person or any person the officer sees committing a dangerous felony as defined in Section 556.061, RSMo. Any such action shall be deemed to be within the scope of the officer's employment.
F. No
Police Officer shall respond to an emergency situation, except upon
the specific request of the Sheriff, Chief of Police or other governmental
officer of the political subdivision in which the emergency situation
is alleged to be occurring and with the express authorization of the
Chief of Police for the City of Poplar Bluff or his/her designee.
G. Police
Officers shall not leave the City inhabitants with inadequate Police
protection or be absent for extended periods of time and their response
to an emergency situation shall be in aid of and to assist the authorities
of the political subdivision in which the emergency situation is located.
H. Every
response to an emergency situation outside the municipal boundaries
of the City shall be reported by the Police Officer(s) to the Chief
of Police who in turn shall notify the City Manager with a written
explanation for the reason for said response. A copy of this notification
shall be kept on permanent file with the City Clerk.

A. The
Police Department of the City of Poplar Bluff shall have the authority
to cooperate with any other political subdivision in the formation
of a major case squad for the purpose of intensive professional investigation
of a certain individual crime that may occur in their general geographic
area in accordance with the Statutes of the State of Missouri.
B. The
major case squad shall operate and be activated upon the request of
the County Sheriff or Police Chief of the political subdivision where
the crime occurred.
C. The
Chief of Police for the City of Poplar Bluff shall have the authority
to request that a major case squad be activated in the City when,
in his/her opinion, there is a need for an intensive professional
investigation of a certain individual crime that has occurred in the
City.
