For the purposes of this Chapter, the following words and phrases shall have the meanings respectively ascribed to them:
ADMINISTRATIVE AUTHORITY
The Plumbing Inspector or his/her authorized representative.
APPRENTICE PLUMBER
A person who:
1. 
Begins at or after the age of sixteen (16);
2. 
Is engaged in learning the plumbing trade by working with and assisting a journeyman or master plumber in the installation, maintenance and repair of plumbing and drainage.
BOARD
The Plumbing Board created within this Chapter.
JOURNEYMAN PLUMBER
Any person other than a master or apprentice plumber who has demonstrated to the Plumbing Board his/her practical knowledge of the installation of plumbing by passing the current journeyman plumber's test and has been licensed by the Board to install plumbing under the direction of a master plumber.
MASTER PLUMBER
A person who has demonstrated his/her skill in planning, superintending and installing plumbing and who having satisfied the Plumbing Board as to his/her knowledge of the rules and regulations governing the same by passing the current master plumber's test and as to his/her business integrity has been granted a license as a master plumber.
OFFICIAL COPY
A copy of the IPC Plumbing Code marked with the words "City of Poplar Bluff, Missouri Official Copy" as adopted by the City Council of the City of Poplar Bluff and appropriately amended so as to reflect any differences with the code as shown in the Poplar Bluff Plumbing Code shall be deemed to be an official copy of the code.
PLUMBING INSPECTOR
Any person who is appointed by the City Manager to inspect plumbing within the jurisdiction of the administrative authority to determine if the plumbing meets the requirements of the code.

This Chapter shall be administered by the Plumbing Inspector who shall take such action as may be reasonable and necessary to secure compliance with it. The City Manager shall appoint such assistants, clerks and other employees as may be required to administer this Chapter and fix their compensation.

The Plumbing Inspector with the approval of the Plumbing Board is hereby empowered to promulgate such rules and regulations in accordance with the provisions of this Chapter as may be required and any rule or regulation so promulgated shall have the same force and effect as this Chapter, but no person shall be bound thereby until such rule or regulation has been posted in a conspicuous place at the main office of the Plumbing Inspector for a period of not less than five (5) business days, except that presentation to any person of a written copy of any rule or regulation shall be in lieu of the above stated posting requirement as to that person.

The Board and the Plumbing Inspector shall assist as needed in the protection of the water supply system as stated in Title VII of the Poplar Bluff City Code.

The Plumbing Inspector shall condemn any used plumbing material or equipment which is so worn, damaged, defective or constructed as to constitute a sanitary or safety hazard and such condemned material or equipment shall not be reused for plumbing purposes. Where in the opinion of the Plumbing Inspector condemned material or equipment should be destroyed to prevent its reuse, he/she may order such destruction.
