In addition to those powers and duties provided for in § C-3.04 of the Charter, the Township Manager shall:
A. 
Have the power to prescribe such rules and regulations as he shall deem necessary for the conduct of administrative departments subject to his authority.
B. 
Have the power to set aside any action taken by a department head.
C. 
Have the power either by himself or by any officer or person designated for the purpose to investigate and to examine or inquire into the affairs or operation of any department, and, when so authorized by Council, he shall have the power to employ consultants and professional counsel to aid in such investigations, examinations, or inquiries.
D. 
Have the duty to present a comprehensive annual report of Township affairs, including a report of the affairs of the respective departments under his control.
E. 
Have the duty to approve and execute, as provided in § C-5.10 of the Charter, purchase materials, equipment and services prepared in accord with §§ 5-45 to 5-47 of this chapter.
