The annual fiscal plan shall consist of the operating and capital improvements plan and the budget message. These documents shall represent a complete financial plan for the next fiscal year and shall include financial estimates projected over the next five fiscal years.
A. 
Not later than 60 days before the end of the fiscal year, the Manager shall submit to the Council a financial plan for the next succeeding five years, which shall include, for each fiscal year:
(1) 
A capital improvements plan, which shall list those capital improvements pending and those proposed to be undertaken, together with the estimated cost of each improvement, the proposed method of financing and the estimated annual cost of operation; and
(2) 
A projected operating budget which shall contain a summary of estimated revenues by source and projected expenditures classified by program.
B. 
The Council shall hold at least one public hearing on the fiscal plans. The Council shall, by resolution, signify approval or disapproval of the proposed financial plan. The plans shall, in addition, comply with the requirements of § C-5.05 of the Charter.
At least 60 days prior to the end of the fiscal year, the Manager shall submit to the Council a budget message, a balanced annual operating budget, a capital budget and a proposed tax ordinance. Upon submission, the budget, capital program, and budget message shall be a public record in the office of the Manager and shall be open to public inspection. The Manager shall, at the same time, make available copies of the proposed budget, capital program, and budget message for distribution to interested persons. Copies of the adopted budget and capital program shall also be public records and shall be made available to the public.

Public hearing. The Council shall hold a public hearing on the budget not less than two weeks after publication nor later than two weeks before adoption of the budget and shall consider fully the views of the citizens expressed at the hearing.
B. 
Adoption. After the public hearing, the Council shall adopt the budget by ordinance with or without amendment prior to the beginning of the fiscal year for which the budget has been prepared.
C. 
Amendment of the budget. The Council may amend the budget by ordinance during the fiscal year for which the budget is adopted, providing that any amendment shall fall within the estimated income at the time of the amendment.
D. 
Appropriations. Adoption of the budget and any amendments later made shall constitute appropriations for the expenditures included in the budget.

Public hearing. The Council shall hold a public hearing on the capital program not less than two weeks before adoption of the capital program, and shall consider fully the views of the citizens expressed at the hearing.
B. 
Adoption. The Council by ordinance shall adopt the capital program, with or without amendment, after public hearing and prior to the beginning of the next fiscal year.
Unencumbered and unexpended appropriations shall lapse at the close of the fiscal year, but the Council may annually continue an appropriation for a capital expenditure until the purpose for which it is made has been accomplished.

A. 
Payment of funds. No payment of any funds shall be made unless provided for in the budget and specifically approved by the Council; provided, however, that payroll and utility expenditures may be made at the direction of the Manager where based on a prior ordinance or contract.
B. 
Purchasing manual. The Township Manager shall have prepared a manual regulating procedures for purchasing, bidding and contract requirements that will be of sufficient detail to enable employees to follow a consistent policy that will assure fiscal integrity and an efficient administration of the budget. The purchasing manual shall be approved by a resolution of Council.

Except as may otherwise be provided by law, the Council shall award at a public meeting all contracts over $25,000 to the best responsible bidder. A notice shall be published before the solicitation of bids.

Competitive bidding shall not be required for:
A. 
Labor, material, supplies or services furnished by one unit of the Township to another unit.
B. 
Contracts with other governmental units.
C. 
Contracts for emergencies, repairs of services involving danger to the health and safety of employees or the public.
D. 
Contracts for professional or unique services.
E. 
Contracts for purchases of unique items or where competitive bidding is not possible.
F. 
Contracts where competitive bidding was accomplished by another governmental agency or cooperative and where purchases are made through cooperative purchasing.
The Manager shall prepare detailed procedures for the selection and retention of contractors for professional or unique services. These procedures shall be approved by resolution of the Council and shall include provision for:
A. 
Public announcement of the project or service to be performed.
B. 
Initial screening of qualified persons to furnish the services.
C. 
Selection of at least three qualified persons in order of preference.
D. 
Negotiation of contract with the qualified persons first in order of preference.
E. 
To terminate negotiations with the first qualified person if not successful and begin negotiations with the qualified person second in order of preference; continue in this manner until negotiations with qualified persons have been successfully concluded.
All contracts of the Township involving sums in excess of $500 shall be in writing and shall be executed on behalf of the Township by the Manager. All checks or drafts of the Township shall be signed by the Manager or other officer designated by the Council, and shall be counter-signed by a member of the Council designated by the Council.
