There is hereby created and established a department of the
City to be known as the Street and Alley Department.

It shall be the duty of all officers of the City to see that
no obstructions, permanent or temporary, are allowed to remain in
any public highway in this City, where the use of such public highway
as such is necessary and convenient for the inhabitants of this City.
