The provisions of this Chapter shall apply to all City elections,
general or special. All such elections shall be held and conducted
in accordance with the applicable Statutes of the State and in accordance
with the regulations of the Board of Election Commissioners of the
County where authorized by the Statutes of the State, anything in
this Code to the contrary notwithstanding.

The general municipal election shall be held in each ward on
the first Tuesday after the first Monday in April of an election year.
Elective officers of the City shall be elected every two (2) years
beginning in the year 2015 with the election of a Mayor, Municipal
Judge and one (1) Alderman each from Wards 1, 2, 3, and 4. In the
year 2016, one (1) Alderman shall be elected each from Wards 1, 2,
3, and 4. The elective officers shall hold office for a term of two
(2) years and until his/her successor is elected and qualifies.

A. The
City shall be divided into four (4) wards and the boundaries of the
several wards shall be as follows:
1. First Ward. Beginning at a point in the center line of Brentwood
Boulevard where the same would intersect an eastern prolongation of
the north line of White Avenue (west of Brentwood Boulevard), thence
westwardly along the north line of said White Avenue to the intersection
of the prolongation of the center line of Hilton Avenue, thence southwardly
along the center line of Hilton Avenue and along a further prolongation
southwardly to a point where the center line would intersect with
the north line of Harrison Avenue, thence westerly along the north
line of Harrison Avenue and the prolongation thereof to the point
where it intersects with the center line of High School drive, thence
southwardly along the center line of High School Drive where High
School Drive intersects the north line of Litzsinger Road thence westwardly
along the north line to the east line of McKnight Road, thence northwardly
along the east line and a prolongation thereof to a point where the
prolongation of the east line would intersect a prolongation of the
south line of Eager Road, thence eastwardly, southwardly and eastwardly
along the south, west and south line of Eager Road to a point in the
south line of Eager Road where the same intersects the west boundary
line of Audubon Park Apartments, a subdivision of the City, thence
generally southwardly, eastwardly, southeastwardly, southwardly and
eastwardly along the boundary of the Audubon Park Apartments and along
a prolongation of the south boundary line of the Audubon Park Apartments
to a point where the prolongation of the south boundary line would
intersect the center line of Brentwood Boulevard, thence southwardly
along the center line of Brentwood Boulevard to the point of beginning.
2. Second Ward. Beginning at a point in the center line of Brentwood
Boulevard where the same would intersect the north line of Litzsinger
Road, thence easternly in a straight line to a point where the center
line intersects the north boundary line of Summit Park Addition, a
subdivision of the City, thence eastwardly along the north boundary
line and a prolongation of the north boundary line to a point where
the prolongation would intersect the center line of a certain abandoned
right-of-way of the St. Louis Public Service Company commonly referred
to as the "Kirkwood 01 Right-of-Way," thence southwardly along the
center line of the right-of-way to a point where the center line would
intersect a prolongation of the north line of Florence Avenue, thence
eastwardly along such prolongation and along the north line of Florence
Avenue to a point where the north line of Florence Avenue intersects
the center line of Helen Avenue, thence northwardly along the center
line of Helen Avenue to a point in the center line of Helen Avenue
where the same intersects the south line of that part of Florence
Avenue east of Helen Avenue, thence eastwardly along the south line
of Florence Avenue to a point where the south line intersects the
center line of Cecelia Avenue, thence northwardly along the center
line of Cecelia Avenue to a point where the center line intersects
the south line of that part of Litzsinger Avenue east of Cecelia Avenue,
thence generally eastwardly along the south line of Litzsinger Avenue
to the west line of Hanley Road, thence northwardly along the west
line to the south line of Eager Road, thence westwardly along the
south line to a point where the same intersects the east boundary
line of Evans Subdivision, a subdivision of the City, thence southwardly
along the east boundary line and a prolongation thereof to a point
where the prolongation would intersect a prolongation of the south
boundary line of Howard Place, a subdivision of the City, thence westwardly
along the prolongation and along the south boundary line and along
a further prolongation westwardly of the south boundary line to a
point where the same would intersect the center line of Black Creek,
thence generally northwesterly along the center line of Black creek
to a point where the center line intersects with Rose Avenue, thence
west to the center line of Brentwood Boulevard, thence southwesterly
to a point where the prolongation would intersect the south line of
Wrenwood Lane, thence northwesterly along the south line of Wrenwood
Lane to the point where the northwardly prolongation of the center
line of Brentwood Boulevard would intersect, thence south along the
center line of Brentwood Boulevard to the point of beginning.
3. Third Ward. Beginning at a point in the center line of Brentwood
Boulevard where the same would intersect the north line of White Avenue,
thence westwardly along the north line of White Avenue to a point
where the north line would intersect a prolongation of the center
line of Hilton Avenue, thence southwardly along the center line of
Hilton Avenue and a prolongation thereof would intersect with the
north line of Harrison Avenue, the westwardly along the north line
of Harrison Avenue to point where the same intersects the center line
of High School Drive, thence southwardly along the center line of
High School Drive to the point where the same would intersect the
north line of Litzsinger Road, thence westwardly along the north line
to a point where the north line would intersect a prolongation of
the east line of Bremerton Road, thence southwardly along the east
line to its intersection with the north line of Manchester Road, thence
along a line south 34° 22" west to the center line of Deer Creek
(commonly known as the south leg of River Des Peres), thence generally
eastwardly along the center line of Deer Creek and along the center
line of the north branch thereof to a point where the center line
intersects the north line of Manchester Road, thence eastwardly along
the north line to the west line of Hanley Road, thence northwardly
along the west line to the south line of Litzsinger Road, thence westwardly
along the south line to its intersection with the center line of Cecilia
Avenue, thence southwardly along the center line of Cecilia to the
intersection with the prolongation of the north line of Florence Avenue,
thence westwardly along the north line and a prolongation thereof
to its intersection with the center line of Helen Avenue, thence southwardly
along the center line of Helen Avenue to the westerly prolongation
of the north line of Florence Avenue, thence westerly to the center
line of a certain abandoned right-of-way of the St. Louis Public Service
Company, commonly referred to as the "Kirkwood 01 Right-of-Way" thence
northwardly along the center line of the right-of-way to a point where
the same would intersect a prolongation of the north boundary line

of Brentwood Boulevard to the point of beginning.
4. Fourth Ward. Beginning at a point in the center line of Brentwood
Boulevard where the same would intersect a prolongation of the south
boundary line of Audubon Park Apartments, a subdivision of the City,
thence generally westwardly, northwardly, northwestwardly, westwardly,
and northwardly along the boundary line of Audubon Park Apartments
to the south line of Eager Road, thence eastwardly along the south
line to the east boundary line of Evans Subdivision, a subdivision
of the City, thence southwardly along the east boundary line and a
prolongation thereof to a point where the prolongation would intersect
a prolongation of the south boundary line of Howard Place, a subdivision
of the City, thence westwardly along the prolongation and along the
south boundary line and along a further prolongation westwardly of
the south boundary line to a point where the same would intersect
the center line of Black Creek, thence generally northwesterly along
the center line of Black creek to a point where the center line intersects
with Rose Avenue, thence west to the center line of Brentwood Boulevard,
thence southwesterly to where the prolongation of the north line of
Wrenwood Lane would intersect, thence northerly along the north line
of Wrenwood Lane to the point where the northerly prolongation of
the center line of Brentwood Boulevard would intersect, thence southwardly
along a prolongation of the center line of Brentwood Boulevard to
the point of beginning.

The name of no candidate for any City office at an election
held under this Chapter shall be printed upon any official ballot
unless filed beginning at 8:00 A.M. the sixteenth (17th) Tuesday prior
to the election and ending at 5:00 P.M. on the eleventh (14th) Tuesday
prior to the election of the year in which the candidate seeks election
to such City office. The candidate shall have filed with the office
of the City Clerk written declaration stating his/her intention to
be a candidate and that, if elected to such office, he/she will qualify.

Each candidate for any City office, at the time of filing a
written declaration, shall pay to the office of the City Clerk/Administrator
a filing fee of five dollars ($5.00) which shall be paid into the
General Revenue Fund of the City. Provided however, if a candidate
files a sworn affidavit with the City Clerk/Administrator stating
he/she is financially unable to pay the filing fee, the candidate
shall not be required to pay the fee.

The City Clerk shall be responsible for the oversight of the
filing of candidates and shall clearly designate where candidates
shall form a line to effectuate such filings and determine the order
of such filings; except that, in the case of candidates who file a
declaration of candidacy with the City prior to 5:00 P.M. on the first
day for filing, the City Clerk shall determine by random drawing the
order in which such candidates' names shall appear on the ballot.
Any drawing conducted pursuant to this Section shall be conducted
so that each candidate, or candidate's representative if the candidate
filed under Subsection 2 of Section 115.355.2 of the Missouri Revised
Statutes, may draw a number at random at the time of filing. If such
drawing is conducted, the number drawn shall be recorded with the
candidate's declaration of candidacy. If such drawing is conducted,
the names of candidates filing on the first day of filing for each
office on each ballot shall be listed in ascending order of the numbers
so drawn.
