A. 
All reasonable precautions shall be taken to protect the users of and bathers in swimming pools and wading pools from injury or accident. Safety appliances such as life buoys, life hooks, bamboo poles or ropes and equipment including first aid kits in such number and of such design as shall be approved by the Building Official shall be provided and be readily accessible. When any swimming pool or wading pool is in use, a sufficient number of attendants shall be on duty who shall be capable swimmers, competent in life saving methods and artificial resuscitation.
B. 
The following safety and sanitation rules shall be enforced by all operators of swimming pools or wading pools:
1. 
Only one (1) person at a time shall be permitted on a diving board.
2. 
No bouncing shall be permitted on diving boards.
3. 
No glass, crockery or earthenware containers of any kind shall be permitted in the pool enclosure.
4. 
No gymnastics or running shall be permitted in the pool enclosure.
5. 
No person wearing oil base suntan or other lotions or bobby pins or hair pins of any type shall be permitted to enter the pool.
6. 
No person having any skin eruption or abrasion, sore or infected eyes, a cold, nasal or ear discharge or any communicable disease shall be permitted in the pool enclosure.
7. 
No spitting, spouting water or blowing the nose shall be permitted in the pool.

Persons on diving towers shall make forward dives except when pool is being used for exhibition or competition and is free of other swimmers. No one shall be permitted on guard towers except guards. Towers shall be kept in good condition and anchored firmly to prevent toppling when a dive is made. Guards shall not be permitted to carry on conversations with bathers.

Visible dirt on the bottom of swimming pools or wading pools and visible scum or floating matter on the surface of such pools shall be removed at least once daily with a vacuum cleaner of a type approved by the Building Official. All swimming pools shall be thoroughly cleansed at least once each week in a manner and by the use of such disinfecting agents or cleansing materials as may be approved by the Building Official.

Chlorination plants shall be operated in such manner that the amount of excess or residual chlorine in all parts of the pool at all times when the pool is in use shall not be less than four-tenths (.4) parts per million or register a pH lower than seven (7). The chlorinator and tanks shall be installed in a special closet, with vent to the exterior of the building and with a fan, unless considered unnecessary by the Building Official. A sufficient number of daily tests for available chlorine and pH shall be made by the pool operator and a record kept of these tests to ensure proper operation.

The water in swimming pools shall show an alkaline reaction at all times when the swimming pool is in use. Whenever alum or sulphate of alumina is used, frequent tests shall be made to ensure that the water has an alkaline reaction. At all times when the pool is in use, the water shall be sufficiently clear to permit the entire bottom of the pool to be clearly visible from the walkways. The water in the pool shall meet the requirements of the Building Official for safe drinking water supply.

The buildings, grounds, dressing rooms and all other swimming pool and wading pool facilities shall be kept clean and in a sanitary condition and maintained free from garbage, trash and other refuse. All persons in street clothes or street shoes shall be prohibited from the pool enclosure.

The facilities of each swimming pool or wading pool shall include not less than two (2) drinking fountains within easy access of the pool users.

A. 
Bathhouse facilities shall be maintained at all swimming pools and shall include separate dressing rooms, showers, toilets and lavatories for each sex whenever both sexes will be permitted to use the pool simultaneously.
B. 
All persons entering the pool shall be required to take a cleansing shower bath and liquid soap therefor shall be provided.
C. 
There shall be provided one (1) toilet for each sixty (60) women bathers and one (1) toilet or one (1) urinal for each sixty (60) men bathers at the time of maximum load; provided that the ratio of urinals to toilets provided for men bathers shall not exceed four (4) to one (1).

The locker, shower and dressing rooms and passageways shall be arranged so that bathers are routed from dressing and locker rooms, through shower and toilet rooms to the entrance to the pool area, such entrance to be at or near the shallow end of the pool.

All shower and toilet rooms shall be equipped with openable windows or mechanical ventilation system. Windows and doors of toilet, shower and dressing rooms shall be so located or protected by view screens, as to protect occupants of such rooms from view from portions of the building used by the opposite sex and from the outdoors.

The floors and walls of shower, locker, dressing and toilet rooms shall be of smooth, washable material which is capable of withstanding repeated flushing with a hose. Floors and walks at swimming or wading pools used by bathers shall be of concrete, fire clay tile, ceramic tile or masonry having a non-slip but smooth finish. Such floors and walks shall have a slope of not less than one-eighth (⅛) inch per foot nor more than one-half (½) inch per foot toward a drain or to an area suitable for receiving such drainage without creating ponding or muddy condition and not in violation of any provision of this Code or other ordinances of the City. Partitions shall be water-proof to a height of one (1) foot above the floor or they shall terminate at least eight (8) inches above the floor.
